Havenner, president of the Federation of Citizens' Associations, spoke at the meeting, tracing the growth of the Citizens’ Association movement in the District from the time the bill was passed abolishing suffrage in the District in 1874. He told of the accom- plishments of the associations since they have been banded together under the federation, citing the improvements in which they were instrumental in 1930. Chest Speaker Heard. A representative of the Community Chest spoke at the meeting, telling of the aims and purposes of the Chest movement. ‘The association voted to indorse the action of ths conference of Northeast Suburban Citizens' Associations in ask- ing that the library appropriation be enlarged so that the branch library at ‘Woodridge might be kept open the same hours as other l'braries in the system instead of “occasionally,” as at present. A discussion of the Borland law re. garding the special assessment of prop. erty in the District for street paving and improvements resulted in a move to oppose any attempt to continue the as- sessments under the old law, because of the fact that much of it has been dered null and void by decisions of courts.
