SAN FRANCISCO, November 7.— Scarcity of narcotics and mounting prices, reputedly due to the breaking up several months ago of a big smuggling ing and the imprisonment of its leader Was said here today by H. S. Seager, State narcotic enforcement chief, to have caused addicts to apply in in- creasing numbers for admission to the Btate Hospital to take “the cure.” Seager said bootleg narcotic prices had skyrocketed throughout the State with the imprisonment of “Black Tony" Parmagini, alleged leader of the smug- gling ring, now serving a sentence in McNeil Island Federal Penitentiary. Brookins, former assistant track coach at the University of Iowa, was at liberty on $1,500 bond today after being charged with bigamy in Justice of the Peace B. I. Carter’s court, The former Hawkeye hurdler waived preliminary hearing and posted his own cash bond. Charges were filed by Deputy Sheriff G. J. Walsh on behalf of the State. Brookins was discharged _Tuesday from his coaching post by E. H. Lauer, director of physical education, when it became known that he had been mar- ried twice within the last 60 days. His marriage to Miss Dorothy Coby of Oskaloosa,_was performed at Valparaiso, Ind., last Friday. Later it was learned that he had married Mrs. Ethel Heid of Towa City, at Aledo, Ill, September 4.
