It has come w) our attention that there is some opposition to this, particularly on the part of voters in the outlying sections ot the county, who feel that under the election at large all five members of the | ‘board would be elected from the thickly settled portions of the county and would dominate the affairs of the county in| interests of the community in which lived, discriminating against the ing sections. e committee, on the other hand, s unanimously of the opinion that elec- &on at large is the only sure means of gweventing such domination, since uhder that plan of election, every man of the board would be answerable to every voter in the county, and would hesitate to discriminate . against any section of ‘he county for fear of losing votes. Under election by districts the three members of the board from the districts comprising the thickly popu- lated area would have a controlling vote at all times. Would Be of No Use. “The so-called representation of the outlying sections would consist of only two votes out of the five and so would be of no use. The members from the thickly settled districts would be under no obligations whatever to voters in other sections who had had no voice in their selection. This action followed de- tailed explanation of all the forms of government available to the county by Walter U. Varney and Mrs. Florence E. Cannon, members of the Arlington County Civic Federation Committee, which is campaigning in interest of the county manager plan. MOWINCKEL TO KEEP PREMIERSHIP OFFICE Radical Cabinet Joyous Over Elec- tion of 34 Party Members to Storting. By the Associated Press. OSLO, Norway, October 23.—Premier | Johan Mowinckel probably will con- tinue as Norwegian prime minister when the new Storting opens its ses- sion early in the new year. His entire present Radical cabinet was given & new lease on life by Monday's parliamentary elections which returned 34 Radicals to the Storting. The cabinet will have some of its policies changed, however. One of the planks of the Radical election platform was anti-labor legislation, so that it now must stand on its own feet with- out Labor in the coalition. Since the Conservative strength was greatly strengthened in the election, no radi- cal reform legislation is expected. ‘The new Storting will have: Labor- ites, 47; Conservatives, 44; Peasant party, 25, and Radicals, 34. . SUSPECT IS JAILED Mexicans Arrest Man Accused of Instigating Communism. MEXICO CITY, October 23 (#).— Manuel Villegas Ocana, allegedly a Communist who has been in communi- cation with Communists in the United States, has been arrested by orders of the chief of police and is being held incommunicado. A quantity of correspondence seized in Villegas’ quarters was said to include letters exchanged with Communists in Detroit and other parts of the United States and with persons in Russia. The letters were said to reveal that Villegas has recelved money from the “Pan- Pacific Trade Union” in the United Stajes, address not given, and from a person in Detroit.
