Park Follows Wishes. Construction of a park on Wisconsin | avenue at the boundary line between | Maryland and the District would be in accord with the desire of the National | Capital Park and Planning Commission | t~ embellish all the main entrances to Washington with developments suitable to the dignity of the National Capital. Approximately three-fifths of the Wis- | consin avenue project would lie in the | District and the remainder in Mary- iand, Jrving C. Root, chief engineer of the Maryland planning body, explained | this morning. For this reason, approval of the oval plan by District authorities must be secured before any steps look- ing toward construction of the park can be taken. Several months ‘ago the Co-ordinating | | Committee of the District of Columbia, | £n advisorwibody fo the National Capi- {tal Park and Planning Commission, adopted the circle plan for the Wiscon- sin avenue portal park. Mr. Root said | the Maryland commission is hopeful of influencing the Co-ordinating Commit- itee to reconsider its decision and in- i dorse the oval form of development, since one of the groups must give way to the other and the Maryland plan has the enthusiastic support of the citizens residing in the neighborhood. ‘Width to Be 350 Feet. | The plan adopted last night calls for an oval parking in the center of the intersection of Wisconsin avenue, West- ern avenue and Military road. The de- velopment would have, an over-all width of 350 feet, with an oval panel in the center 150 feet wide, encircled by a 60- foot drive. There would be no roadway through ! the center of the park and traffic would be rerouted to skirt its sides. The cén- ter panel probably would be landscaped, | Mr. Root declared. | He said that adoption of the oval g.n largely was the result of the ef-| [#orts of President J. J. Miller of the| Bethesda Chamber of Commerce and B. W. Parker, chairman of the cham- | ber's Park and Playgrounds Committee. Mr. Parker owns most of the land in Maryland needed for the development and has promised the Planning Com- mission to dedicate this tract if the| ‘oval plan is given the final approval of tiie county commissioners and District cuthorities, Officials of the Chamber of Commerce are hopeful of persuading the county ycommissioners to include the cost of the development in their appropriation to finance the paving and widening of the west side of Wisconsin avenue, which| |probably will take place next Summer, ‘Mr. Root said. { Permits Easier Traffic Flow. on_its passengers. The proceedings were started betore Judge Solter in Circuit Court, the cab company being represented by Ran- dolph Barton, jr.; Samuel J. Aaron and A E. Jacobson of Washington. Order Issued. | The action follows an order issued by | the commission on August 20 demand- | ing the company take out insurance | policies covering its ' passengers to the | extent of $10,000 on individual pas- | sengers and $20,000 on accidents in- volving more than one passenger. An alternative of furhishing a $100,000 bond was offered. | Later the requirements were lowered to $5,000 insurance on individuals and $10,000 on accidents -involving more | than one passenger. The bond alterna- tive was Jowered to $60,000. Jurisdiction Questioned. |* In its petition the cab company | asked the court to declare the order void and illegal, charging the commis- | sion has no jurisdiction over the com- pany and has no right to issue such an order,-its action’ being declared con- | traxy to_the rights outlined in the | stal titution. . The petition also inchides a reque: to the court to declaré action by the: Public Service Commission in ordering | insurance beyond the power of that group.
