By the Associated Press, GUATEMALA CITY, September 12.— The state of siege which was applied a year ago this month was lifted yves- terday by presidential decree. Consti- tutional guarantees, suspended at the same time, also were restored. When the state of siege (which is a modified form of martial law) was declared the government announced it was only a precautionary measure to permit development of certain proj- ects for betterment of the economic situation. A similar decree had been put into effect two years ago this month, the government alleging sedi- tious activities by the opposition. This was followed in January. 1929, by armed nutbreuu in several provinces. Nephew of Mrs. Ford Dies. ASHEVILLE, N. C.. September 12 (&), —G.
