It always has been the policy of the Inland Waterways Corporation to have the terminal facilities constructed by municipalities and then taken over by the Government-operated corporation for use by the water carriers. In each instance the corporation steadfastly has maintained the policy that all interests accruing to the Government from such arrangements must be passed on to private operators whenever in the fu- ture the system is turned over to pri- vate capital for operation.
