JTALY AND RUSSIA | " ACCORD REPORTED American Tariff Cause of Italian Search for New Market. fo to The Star and Chicago Dally B Rl e e Consrient. 1600 ROME, Italy, July 12.—Another di- rect consequence of the American tarif was revealed when reliable information leaked through to press circles that prominent Italian indus- trialists have virtually reached a com- mercial agreement, after a series of prolonged conversations, with a fully empowered Russian delegation. Both Russia and Italy, it is under- stood, have studied out a plan envisag- ing a vast exchange of their respective roducts, Italy exporting chiefly fin- shed machinery such as tractors, auto- r.obiles and electric motors, while Rus- stan oils, wheat, wood and other raw materials would be traded to her in return. In dealing harmoniously with the Russians, Italy hopes to find a key to many of its national problems, which more than ever are on the danger list now that the high American tariffs have closed what has heretofore been a favorite market for Italian merchants and farmers. To what extent the present far- reaching plan between Italy and Russia will develop cannot be predicted, but it | 1s indicated that Italy's first shipment will total no less than $25,000,000. The financial arrangements, which are sponsored by the government, reveal that trade will be run on the basis of roduction costs and that should there a balance either way, this will be paid in cash. Hardly more capable sponsors of the Italo-Russian industrial agreement could be found than the youthful Gen. Italo Balbo, Italian air minister, and Gluseppe Bottai, minister of corpora- tions. During the successful formation fiight to the Black Sea last year, Sig. Balbo was approached by a Russian group which suggested the plan. On his return to Rome, Sig. Balbo referrad the matter to Sig. Bottai, who invited the Russians to begin conversations under the auspices of his ministry. Among the Russians composing the #pecial commission named by the Soviet government to negotiate the deal are M. Vasilev, president of the Russian commission in Italy, M. Levinson its vice president, and M. Losov, who is chief of the exports bureau of this body. Although the personnel of the Italian mission has not been definitely fixed, it 1s understood that the following names will be included: Senator Ag- nelli, president of the Fiat motor works; 8ig. Benni, president of the Confedera- tion of Italian Industry: Commenda- tore Cella, manager of the Isotta- Fraschini Co.; Sig. Cosulich, powerful Trieste shipper and Sig. Targetti, Italian wool king. Personal friends of the Italian rep-| resentatives have expressed the belief | that Minister Bottal will soon dispatch this delegation to Russia to study on location further methods for exploita- tion of the new Eastern market. KING OF SIAM BUYS PALACE COOLING PLANT BANGKOK, July 12.—The King of Biam is tired of being warm and “sticky” all the year around in this land of perpetual Summer and has or- dered a cooling plant for Dusit Palace, ‘where he spends most of his time. ‘The system, which will come from the United States, will work along the same lines as the cooling plants used for the theaters in America. Every room will be cooled artifically and all the old-time punkas, or native fans, moved back and forth by hand, will be pulled down. By Cable to The Star, PARIS, July 12—Religious .and so- |7, cial welfare organizations which lately have been fighting the extension of the cocktail habit among the well-to-do here, especially society girls, are point- ing to_the murder trial in ‘Havre of Jean Bonnet, who was sentenced to hard labor for life for the murder of his sister-in-law, although medical and legal experts declared he was suffering from “alcoholic mania peculiar to so- ciety people.” Bonnet, aged 60 and a prominent ¢it- izen, was declared fully responsible for his ‘acts by the doctors and lawyers, even though suffering from 'the alco- holic mania. Bonnet's brother is a leading physi- cian of Havre, who was married to an actress, 30 years younger than he, against the wishes of his family, who never forgave the girl, although they outwardly tolerated her. Jean Bonnet was calling at the home of his paralytic mother last February and found his sister-in-law there. He called her attention to a tame parrot that the bird might injure his mother. His sister-in-law replied sharply, where- dead. His paralytic mother died in the hos- pital 12 days later from shock. After the murder, Bonnet is quoted as say- Ing, “I've killed my sister-in-law be- cause of a parrot. Perhaps I'd have done better to kill the parrot.” (Copyright, 1930.) BRITISH JOBLESS INCREASED 75,000 Country’s Anxiety Is Becom- ing Critical as Relief Fund Is Drained. By Radio to The Star and the Chicago Daily News. Copyright, 1930. LONDON, England, July 12.—In- creased by 75,000 within a week, Great Britain'’s army of unemployed, accord- |ing to a bulletin issued this week, has attained the total of 1,890,000. Even those not connected with poli- | tics are following with increased anxiety | the unbelievable increase in British un- employment. The people of this coun- try read the returns with an eagerness | that can be compared only with that | manifested in the dark days of the World War, when the British public was expecting anxiously the dally offi- cial communique. Reason for Increase Not Apparent. This week's increase is considered a | record, since the number of unem- | ployed has increased by 75,000 over the previous week's high mark. There seems to be no special reason for the amazing situation, especially at this time of year, when the building indus- try appears to be booming and the government has already started many of its “constructive relief schemes.” Only last week the new minister of unemployment announced to his col- leagues that the worst was over, that business was pwking up and that they might look with confidence toward better times to come shortly. Mr. Hartshorn scorned pessimists who feared that the 2,000,000 mark would be_reached before the end of the year. Last night's unexpected returns have shaken even the confidence of the new lord privy seal and unless something approaching a miracle occurs, the 2,000,000 mark 1is expected to be reached before September. The unemployment question is more serious in Great Britain than in any other country, because all the unem- loyed are drawing a steady income rom the state. It is true that the government is supposed to pay only a third of the moneys given to the unem- ployed, but the insurance scheme fore- saw only about 1,250,000 unemployed. ‘The number of idle has been steadily increasing and in this manner the con- tributions from employers and employes. have been reduced. Today the very large unemployment fund is virtually absorbed and Philip Snowden, chan- cellor of the exchequer, will shortly be compelled to ask Parliament for a spe- cial appropriation to carry on payment of the dole. LONDON, July 12—Owing to grief over the death of Sir Henry Segrave last month, Lord Wakefield, owner of the speedboat in which the speed king was killed, and backer of many other record-seeking ventures on land and in the air, has decided never again to gpgnmr an attempt to break speed rec- rds. Lord Wakefleld was owner of the Miss England II, in which Segrave and P. V. C. Halliwell, mechanic, were killed in breaking the speed record on the water. Sir Henry was Lord Wakefleld's personal friend and at the launching of the boat on Lake Windermere shortly before the tragedy the owner of the boat was present, that being the first time . | he had ever personally assisted at the launching of any craft built with his money. When the boat was raised and found suitable for further use, Lord Wakefleld decided to keep the boat idle for 12 months out of respect for Segrave's memory.
