PREVIER ASSALS | HUNCARAN RUNOR Throne Question Can Be De- cided Only in Constitutional Way, Says Bethlen. By the Associated Press. DEBRECZEN, Hungary, July 7—In the presence of four cabinet ministers and 70 members of Parliament, Count Stephen BetHlen, premier of Hungary, yesterday declared that the question of the Hungarian throne could be decided only in a constitutional manner: He denounced what he described as “false and unwarranted rumors” spread abroad about the possible return of Archduke Otto, Legitimist party can- didate, who is at present studying in Belgium. He said that the government was de- termined to proceed vigorously against the authors of such rumors, because the return of Otto would constitute an act involving danger for Hungary. He believed that the Young plan and the solution of the Eastern reparations problem have definitely settled Hun- gary's controversies with her neighbors.
