sl UPHAM TELLS RO BODY BIg OUTLOOK Capital Man in Mexico City Points to Gains for West- ern Hemisphere. Bpecial Dispatch to The St MEXICO CITY, May 2.—The belief that the whole Western Hemisphere would soon rightfully share the prestige of the United States as a world leade! in improved roads was expressed by Charles M. Upham of Washington, D. C., president of the American Road Builders' Association and consulting engineer of the Mexican National High- way Commission, at one of the sessions of the Third National Highway Con- gress just concluded in Mexico City. Mr.” Upham headed a_delegation of more than 50 from the United States, most of the delegates being members of the American Road Builders’ Asso- ciation with headquarters at Wash- ington. The American delegation to Mexico’ Highway Congress was met at the border and escorted to Mexico City by officials of the Mexico National Highway Com- mission. While in Mexico the United States delegates were repeatedly hon- ored, hundreds of people standing in driving rain turning out to greet them upon their arrival in Mexico City President Pascual Ortiz Rubio, himself an engineer, honored the Americans with a reception at the historic Chapul- tepec Castle, which is equivalent to the White House in Mexico. In confunction with the Highwa Congress a National Tourist Congres: and a National Exposition of Highway Machinery were in session in Mexico City. Details of Cavalcade. The chief achievement of the Tourist Congress was the arrangement of de- tails for the motor cavalcade from Mexico City to Washington that is to inaugurate the Mexico City to Laredo Highway in October. This highway, which is to link the Mexican Capital with the United States border, is ex- pected to be completed by September. Arrangement of the cavalcade was left in the hands of a special commission. J. B. Furlong of San Antonio, Texas, represented the United States-Mexico Tourist Commission at the Tourist Congress. American manufacturers of automo- biles, trucks, highway equipment and road building machinery provided the majority of the exhibits at the exhibi- tion at the National Stadium here, al- though there were also exhibits from England, Germany and France. The American Road Builders’ Asso- eiation was host to in red, white and blue, the United States colors, and red, white and green, the Mexican colors. At the formal opening of the congress President Ortiz Rubio came to this booth, where he was photographed with his official party and the American delegates.
