THE EMPEROR OF AMERICA By Sax Rohmer Copyright, 1008, by North American Newspaper Alliance and Metropolitan Newspaper Service. “Not at all. SYNOPSIS. Comdr, Drake Roscoe of the United States Navy has incurred the enmity of @ powerful and mysterious band of criminals while attempting to save the life_of Peter Champion, ‘a millionaire, who s marked jor death. He takes Chgmpion to the steamer Ruritania, where his friend, Dr. Stopford. is chief surgeon. Then he leaves the ship to get information concerning Louis Mever, a member of the band, who was killed when its leader, known as “Head Centre,” suspected him of treachery. When Stop- ford finds that Roscoe has lejt he goes ajter him and finds his friend at a hotel, but does not realize that his own move- ments are watched, or that Mme. Czerna, whom he encounters, is an agent of the crimingl band and trailing him. Roscoe, despite Stopford’s plea, leaves the hotel. After she leaves he is held up by masked men, but 15 rescued by Roscoé. The police, meantwhile, are try- ing to apprehend the criminals. Roscoe assumes a disouise. He is known as Ramon de Sa, a dancer. SEVENTH INSTALLMENT. HERE are many building in New York City that are topped by a tower-like structure. One such bullding, however, for i which already many keen eyes were searching, possessed certain unusual - features. The room im- ediately below the dome crowning the | tower was the eyrie of perhaps the most | dangerous criminal whose activities had ever disturbed a civilized com- | munity, It was a square room; and be- { eause it had no windows, a day was to come when a clever man should sus- pect its location by reason of the queer external appearance of the floor upon which it was situated. Behind a long, narrow table before the western wall & man was seated at about half past 2 on the fateful { afternoon that Euty Commissioner Burke visited his brother. Upon the blank black wall before the horrlblt seated figure of Head Centre a point of red light glowed. The room remained empty as ever, but & voice spoke clearly, 'H. A medical man might hnve said they were dilated. She was unmistakably apprehensive. She was wll;flng and listening for something— or_for some one. The telephone rang and she took it up, and: " gaid a sing-song voice. “Zone 2,” madame replied. “Hold the line for H!ld Centre.” Mme Czerna waited. A haunted ex- pression swept over her charming face. “Head Centre,” came & mt voice over the wires. “I believe you are & friend of Father Patrick Burke's?” “Yes , . .” hesitantly . . . “I know him we! “Notify him that a cousin of yours, whose stay in New York is limited, desires to meet hi Arrange to take your cousin there this -lumoon Your cousin’s name s Gaston Pascal. will meet you in the ater ticket office in the Blltmore Hofel at 3:45. A flery wave, ccmpounded almost equally of resentment and _horror, swept over her. The misery and terror from which the organization known to its members as the Zones had rescued her in the past seemed, looking back- ward, more endurable than the price she was called upon to pay for her freedom. Preedom! She laughed aloud at the thought. The horrors of French Guiana—Cayenne, Deviles Island—yes —yes! These had driven her to the verge of madness. But this “freedom!” | It was the freedom enjoyed by the | pampered slaves of some Roman tyrant —the sort of “freedom” which had | fl:levnllled in the household of Tigel: us! Well, she had made her choice; use- less to quarrel with the consequences. At 15 minutes to 4 she was at her post. A man stood before her, bowing in un-American fashion. My dear Fee,” he said in French. “You are punctual, as usual. Mme. Czerna's heart leaped and seemed to stand still for one dreadful moment. Not for two years—two long. sorrowful years—had she” any man call her “Fee.” The speaker, his soft hat held to his breast as he bowed, watched her, smiling. But his eyes, his extraordinary, hypnotic eyes, prompted her_answer. “I am always so glad to see you, Gaston,” she replied. She seemed to be repeating a lesson; the words were not her own.
