The resolution urged that if the Board of Education in the District has not the proper authority to .arry out the request of the resolution, “that proper authority to that end be obtained.” Communist Propaganda. { “The matter of the growing activities of the Communists and their propa- ganda among our institutions of learn- ing, and the grade and high schools in | particular and the public schools in general, s such as to call for immediate, vigorous and concerted action upon the | part of all loyal American citizens,” the resolution declared. “The insidiousness of this cankerous evil that is eating its way to the heart of democracy by seeking to poison the minds of our -outh and break down | their legal inheritance, all the while | using every effort to combat the train- ing of our public school system and the moral forces that would make for the highest development of Christian char- acter and the highest standards of life,” the motion continued. “This vile propaganda is especially active among certain elements of the schools of our city, the Capital of the Nation.” Investigation Asked. Then, declaring the association feels alarm oter the situation, the resolution urged “the Board of Education to make | a thorough investigation of the whole situation and use every possible legal step to wipe out every vestige of Com- | | munism in our schools and to take every possible step to further the principles and teachings of patriotism and loy- alty to our country.” The resolution then urged that a survey be made “to determine how many and who of such employes in these schools are not bona fide Ameri- can citizens and how many and who of such employes are Communist or have Communist_ sympathy and tendencies.” The resolution was presented by Dr. William H. Richardson in behalf of the executive committee of the association, who spoke on it at length. Debate Death Penalty. The association adopted a resolution disapproving a proposal §o abolish capi- tal punishment, followin® a lengthy de- bate on the subject. The subject of capital punishment was discussed briefly by Representative Paul J. Kvale of Min~ nesota, honor guest at the meeting, fol- i lnv.mg the adoption of the resolution. A motion to reconsider the resolution was lost following the address by Mr. Kvale. Mr. Kvale said there are many angles to both the affirmative and negative side of the question as to whether capital punishment should be abolished, but ex- pressed the view that society would ‘benefit by it being done. In this con- nection he stressed the possible harm- | ful effect on persons of small mentality in reading about the scenes in the death chamber, etc. Mr. Kvale has a bill in | the House for the abolishment of capital punishment. The association went on record as op- | posing the Bingham bill for an airport | here. Approve McKellar Bill. Another resolution was adopted in- dorsing the Bowman bill for the estab- lishment of a market to take the place of Center Market, the site to be se- lected by the District Commissioners. Also, a resolution was adopted oppos- | ing the proposed appropriation of the | sum of $250.000 toward the Southwest | Market until the market question is| “finally settled.” The association adopted a resolution | approving the McKellar bill, which | would do away with immunity for dip- lomats in connection with violations of traffic regulations by them. Other resolutions adopted included: A resolution approving proposed leg- islation to give the District Commis- sioners power to close streets and high- ways that in their judgment are useless, provided they have the written consent of at least 75 per cent of abutting prop- erty owners; a resolution favoring the widening of H street between Seventh street and Massachusetts avenue, as well as between Seventh and Thirteenth streets, the latter already having been proposed, and a resolution urging the reinstatement in District appropriations of an item of $7,500 for the extension of the Community Center Department.
