» : » SHALL ADVOCATES | VOTE FOR DISTRCT i, North Carolinian Cites Stand U' in Address Before George- I town Citizens’ Group. Depicting the present condition of i the “voiceless” District in a lengthy| oration, former Representative John H. Small of North Carolina, speaking be- fore the Georgetown Citizens' Associa- on Jast night, advocated representa- tion for the National Capital, clothing | its citizens with similar powers enjoyed | ‘l' by citizens in the States. d { | ‘Terming the District of Columbia as | the only community to his knowledge | provided with legislature without a voice in that agency, Mr. Small fer- vently declared that the District shnu]dl be represented in the body which gov-| erns and controls it. Holds Plan Should Be Adopted. Mr. Small, while granting the ad- vantages afforded by the commission form of government, emphasized that the amendment to the Constitution now pending in Congress providing for rep- resentation for the citizens of the Dis- trict of Columbia should be adopted in due justice to the people of the Na- tional Capital. % ‘The association recommended m a . resolution that the present practice of awarding building contracts to “out- siders” should be remedied and that the le of the District should patronize | ts own builders, contractors, architects and engineers in construction work. Recognition "of the achievement of Maj. L'Enfant, city planner and de- signer of some of the public buildings in the National Capital, in the form of a monument, park or some edifice bear- +ing his name, was recommended by the association in a resolutiop. It was rflnud out that at the present time /Enfant is granted recognition in no form whatsoever. Letters From Grant Read. Letters from Col. U. S. Grant, 3d, director of the office of public buildings and public parks, with regard to queries by the association as to the disposition of two cannon, thought to have be- longed to Braddock's army, which were found in excavation work in Georgetown some months ago, and with regard to the improvement of Thirty-fifth street, were read. It was conveyed that the two cannon would probably be placed on adjoining sides of Reservoir road when that artery is connected with Canal road in a prospective development project. Tentative plans for converting the square bounded by Thirty-fourth, ‘Thirty-fifth and M streets and Pros- pect avenue into a circular park were announced. will be done with a view to bettering the approach from Key Bridge, to remove the present “eyesore” the steeply graded Thirty- fifth street presents. President A. G. Bowles presided at the last regular meeting of the asso- ciation for the season. The body mel at the St. John’s Parish Hall, Potomac avenue and O street.
