- BILL PROVIDES TAX ON MARGIN SALES, McLeod Measure Would Make Levies From 1 to 50 Per Cent. BY EDWARD C. STO! Representative Clarence J. McLeod yesterday introduced a bill in Congress to provide a tax on the sale on margin of corporate securities, in an effort to slow up or discourage this class of trading on the New York Stock Ex- change. The bill would levy a tax ranging from 50 per cent down to 1 per cent, depending upon the unount' of margin involved in the transactions. Special Dispatch to The Star. NEW YORK, March 19.—Tremen- dously increased volume featured bond trading today. This was due to the heavy trading in convertible bonds and issues with stock option features. A long list of these bonds, following an aggressive advance in stocks, went to new high prices for the year, some of them to their best prices since issue. Sales were at the rate of about $30,000,~ 000 for the session. At the same time there was no let-up in the broad advance of the rest of the bond market. Prime bonds, it is true, were inclined to stick close to the high levels they have established in the past few sessions, but junior railroad issues, semi-speculative descriptions and foreign dollar credits improved sub- stantially all along the line. ‘The further easing of time money, following the sixth comsecutive cut in acceptance rates since the beginning of the month, furnished the impetus. A total of $25,000,000 new bond offerings was not large enough to have any effect on outstanding mortgages. They were promptly disposed of and the books closed in most cases. Recently issued convertible bonds of the Baltimore & Ohio and the Chicago, Rock Island and Pacific Railroads were the most active in this group. Both are 4% per cent debentures with similar equity provisions. They sold up over a point and touch- ed levels about 8 points above their issue price of 95. This same type of buying forced up Allegheny 5s of the 1944, 1949 and 1950 maturities, Chicago & Northwestern 4%, Atchison 4148, New Haven 6s, and Southern ' Pacific 4)3s.
