He emphasized that the court had found that the Secretary of War had authority to authorize di- version for navigation purposes and in- sisted that navigation would require constant diversion. After explaining to the court what ‘was being done by Chicago to provide sewage disposal plants, he contended that diversion was necessary to protect the harbor and aid navigation. Ridicules Sewer Proposal. Davis ridiculed the suggestions of the Great Lakes States that a system of sanitary sewers to parallel the sewage | disposal system should be constructed to take care of the storm waters. Controlling works in the Chis River, he contended, would prevent the | . storm waters from poliuting the harbor, and controlling works on the Detroit and other rivers on the lakes would maintain lake levels with diversion at Chicago.
