Good business conditions are reported by 10.1 per cent of 198 cities in all parts of the United States,.fair conditions by 222 per cent and poor conditions by 67.7 per cent, says the Alexander Hamil- ton Institute. Of the total number of cities 15.7 per cent have been experi- encing an upward trend. as compared with 12.1 per cent a month ago. The increase in agriculture was due partly to the in- creased tobacco output. The value was placed at $6,016,000 in 1929, as compared with $5,586,000 in 1928, an increase of 1.7 per cent. NEW YORK, March 13.—Those is- sues which had lagged a little behind the rest of the bond market advanced today, while the rest marked time in anticipation of a cut in the New York Federai Reserve rediscount rate. Time money, on the 90-day basis, ranged from 4Y; to 43 per cent, the lowest it has been this year, and there was a further easing in the bankers’ bill | rate. These factors combined with the strength in long-term Government ob- ligations ba‘t;:l?gth!;ned | the already strong prol 'y of & 3! per cent re- discount rate. I The feature of the market was the offering of $60,000,000 Pennsylvania Railroad debenture 415 per cents at 9415 to vield 4.81 per cent to maturity. The issue is not callable before April 1, 1940, and thereafter only in amounts of $5,- 000,000 or over on 60 days’' notice at 102',, until April 1, 1945. After that the bonds are callable at par plus Y, of 1 per cent premium for each six-month period between the call and the ma- turity date, April 1, 1960. The price was considered a fair gauge of the mar- ket and the bonds sold at 943 to 943 when admitted to trading on the curb. Since there is no comparable out- standing issue of Pennsylvania bonds, the new offerings had no effect on that road’s obligations. Demand for bonds of high grade type is so ample that little or no switching from other issues took place. Many bonds continued to reach new high levels for the year, the average of BY JOHN F. NEW YORK, March 13.—Some time ago, in this column, I reiterated a query propounded by Representative Englebright of California concerning why the Navy was buying helium gas from private industry at 534 a thousand cubic feet when it could obtain it for $12.50 from the Bureau of Mines. Nate Lord of the Helium Co., the largest private corporation in the field, disputes the figures of the Represent , and says the so-called Govern- ment cost “is simply the transfer price and not the whole Government cost.” Mr. Lord explains the situation in this way: “This transfer price does not include interest on invested capital, deprecia- tion on plant and depreciation of the gas wells and gas pool. It does not even include normal upkeep costs, be- cause the Amarillo plant is so new that no maintenance or replacement has yet been required. The Government's real cost today is in excess of $46 per thousand cubic feet, and if this total cost is compared with our selling price to the Navy, $34 per thousand cubic feet, the extravagance of the Govern- ment operation becomes apparent.
