IRADIO COMMISSION TARGET OF CRITICS Worst Is Aimed at Gen. Saltz- man and Other Engi- neers on Body. BY MARTIN CODEL. Beverely critical eyes were focused upon the Federal Radio Commission as the Senate committee concluded its hearings on the Couzens communica- tions bill and as President Hoover left for his Southern vacation without an- |nouncing whether he intends to re-| appoint the present membership of the commission. The severest criticism fs leveled against Ma). Gen. Charles McK. Saltz- man and the two other engineer mem- bers of the commission for ‘“steam- roller” tactics in appointing Thad H.' Brown of Ohio as general counsel of the commission. This was done, Gen. Saltzman_ ad- mitted, after consultation with Law- rence Richey, one of President Hoover's secretaries, but without consulting the two lawyer members of the commission. Judge E. O. Sykes, who is in charge of the commission's legal division, and Judge Ira E. Robinscn, the commission’s chairman, were overruled and outvoted when they objected to the hasty ap- pointment. Senator Wheeler of Montana quizzed Gen. Saltzman, evoking from the latte the admission that perhaps a * bad been made in going to the White House about the appointment and ig- noring the wishes of Commissioners Sykes and Robinson. The tenor of the senatorial inquisi- tlon, which Commissioners Sykes, Saltz- man and Starbuck had to undergo in turn, reflected an apparent conviction 2:00—Grace Hyde, soprano, and the Little Symphony Orchestra. 2:30—Syncopated_silhouettes. :00—Columbia Ensemble. 3:30—For your information. :00—Musical album. 9—Primer for town farmers. 228.9—WOL—1,310. These were some of the objections they voiced | against the present radio set-up: i Failure to accomplish & zone and' State distribution of radio facilities in accordance with the Davis equalization amendment. Allotment of too many cleared chan- nels for exclusive use by single stations, | mainly employing high power, Granting of 27 of the 40 cleared channels to stations subscribing to pro- grams of one of the networks, swith consequent duplication of identical Programs. Assigning highly favorable places in the crowded broadcast spectrum to the seven stations owned by the so-called “radio trust”” which Senator Wheeler insists is part and parcel of the “power trust.” Iguoring the rights of small broad-| casters by authorizing the use of super- | power in congested areas, notably the New York metropolitan area, with con- sequent “blanketing” effects. Senator Kean of New Jersey was particularly critical on this score. In all the hearings only Commission- | ers Starbuck and Lafount have de-| fended the commission’s efforts to meet the rigorous requirements of the equal- ization amendment, which divides radio | waves and powers among five zones of unequal areas, and which Senator Dill himself now asserts is unworkable. Commissioners Sykes and Robinson have indicated they:-would experiment with duplicated operations on the chan- nels now cleared for exclusive use of high-powered stations.
