Count Anthony of Egmont, heir to the throne of Guelders. flees the court of h cousin Charles, of Burgundy, in a moment of pigue and later returned under arrest. The duke reproach his fligit impending struogle bdetween Burgundy and the King of France. Count Anthony pledges fealty. During his wanderin, had ‘befriended a merchant. Philip Dant who took him to the home of his prospe tive father-in-law. There Count Anmthony had met Johanna, Philip's fancee. They were immediately attracted fo each other, dut after the count had gome back to court Johanna had been tortured by the thought that he was merely an adventurer and had really never cared for Mer. In that mood she married Philip. Now. however, the duke visits Zealand. with Count Anthony as one of his attendants. The count and Johanna meet at a function, where he ecplains his departure and the duties which have kept him from her. She is comscience-siricken at having misjudged him and he is frantic when he hears of her marriage. Aflairs of state, however, interveme fto occupy his mind. The of France visits the Duke of Burgundy s Oisit his treach- d. Only Count duke and FOURTEENTH INSTALLMENT. PPOSITION 1o taxes imposed as A war levy upon the northern provinces ‘manifested itself in Walcheren in October, two months after the duke’s de- parture thence. There were a few sporadic insurrec- tions which might have led to serious trouble if the Duke had besn repre- sented in Zealand by a man less vigor- ous and resourceful ihan the Sire Claude de Rhynsault. Vigilant and prompt, the governor was ever at hand to stamp out the first sparks of revolt. ‘When, however, the news of the in- surrection at Liege reached Zealand, others, who hitherto had looked on in resentment at the tyranny of the ducal lieutenant, turned their attention to measures which, if they were not to result in casting off the Burgundian yoke, should at least achieve an easing of its pressure. Among these were some of the wealthier merchants of Midde! burg, Flushing, Veere and Arnemuiden. They went to work with thought and plan and secrecy, careful to complete their preparations before they revealed their strength. ‘The ruling spirit of the conspiracy ‘was a member of a noble Zealand fam- ily named Van Borselen, and his castle was the meeting place of the chief plot- ters. But these comings and goings of burgher traders, however carefully con- trived, did not escape the notice of Rhynsault. He posed concerning it a question to his fool, Kuoni von Stocken, the only man who possessed his con- findence. “Is Van Borselen engaged in bringin wool from- England for the Pl?r:‘lsk'x loome?" “It's hemp he lacks, I think,” the fool snapped, and drew a grin to the governor's florid countenance. m.::""lm' he should come to me for “He should. But since he doesn’t, you can supply him all the hemp he needs, and perhaps a trifle over.” On the fool's advice, Rhynsault set out for Van Borselen'’s castle. The un- murcnng Van Borselen admitted them to his castle with the honors proper to the representative of the Duke of Burgundy. A goodly supper was served and then Van Borselen desired a song from the governor's fool, whose sallies fi'dl already helped to keep things vel “I'll go fetch my lute” said the Aahhtle Kam'r:. He wi long time absent, an e com) was wing impatient When At Jast he retued He bore a great arch-lute, and in his wake came a dozen Burgundian sol- diers in their clanking armour. “I've brought you cymbals as well as lute,” the fool informed them. “Be- cause I think it's cymbals that you really need. The lute-strings will fol- low. Or, if not lute-strings, strings better suited to the occasion. And they will supply some of you with dance music when you come to tread a dainty measure upon the empty air.” Van Borselen, until now far gone in wine, but suddenly grown sober, swung to Rhynsault, who sat quietly smiling at his fool's terrible humor. “Is this a masque, a fool's mummery, quoth he, “or do you mean me mis- chief?” “Neither,” Rhynsault answered with & laugh. “We are here to discover Wwhat mischief has been meant by you.” In a flash Van Borselen was upon the governor, one hand reaching for his throat, the other grasping a dag- ger and upraised to strike. But the | governor caught the Zealander's wrist as the blow descended and sent him sprawling, then sprang clear away be- fore any of the others could leap to | attack him in their host's defense. “Stand where you are!” he thundered at them, “or my men shall cut you down.” Already the injunction was unneces- At a word from the fool, the men-at-arms had ringed the company about. The governor, infuriated by the utn;",k um him, snarled: “No_ni for more to prove your gullt, Van Borselen. No need for more to warrant my hanging you out of hand. But first Il have something out of you. Make him fast!” Disarmed, his hands wrenched be- hind him and his wrists pinioned by & stirrup leather, Van Borselen stood, pale and breathing hard, to face the governor. Now, you Zealander dog.” growled “will you talk, or must the governor, we constrain’ you?" “That depends upon what you wish m!Yw n{n’"}l he “You shal ear.” And Rhynsault told him briefly what he guessed of the treasonable traffic the Zealander had been conducting. “And the proof?” Van Borselen de- manded, “Proof, you fool! That is what I The proof you shall am here for. yourself supply.” Van Borselen laughed. “Let me un- derstand this thing. Because I keep open house in Arnemuiden, and make welcome here such of my trader coun- trymen who choose to seek my hos- pitality, you assume that I am plotting treason. Is that your tale?” It is,” sald Rhynsault. Van Borselen laughed again. leasant tale for the ear of your duke, think. I administer here the high justice and the low in the name of my master the Duke of Bur- gundy. You waste my time, man, with your quibbles. Will you answer my questions, or will you not? “I will not. I deny your jurisdiction ou'll deny it all you please, but it shall be exercised. Take off his boots.” “What will you do?" “Put you to the question, in a homely fashion and with the means imme- diately to hand.” And Rhynsault waved eloquently towards the fire. “You dare not. I am noble, sir!” “You may be noble. But you'll burn as easily as a churl. Off with those boots of his!" Livid, but resolute, Van Borselen answered him. “You may roast me plecemeal, sir. But not a word shall you have from me.” “To it!” The governor began, when Kuoni interposed, uncrossing his legs and leaning forward, his elbows on his bony knees. “Perhaps if he perceived your justi- fication, excellency, he would be less obstinate. “I care nothing for his obstinacy. I have broken the obstinacy of taller men. “Ay, ay. but justification Is justifica- tion; and, if it may be had, it were premature to proceed without it.” ‘The governor looked at the fool. The fool returned the glance with that steady, unblinking stare which seemed at times so full of meaning. With an odd abruptness, Rhynsault obeyed the fool's suggestion. He ordered the men 'fi take the prisoner out and wait with m. “What now?” he growled when he was alone with Kuoni. The fool rose. “That man is right when he says that the tale would bear 2n ugly sound in the ears of the duke. Vi rselen is noble, after all, and his family is powerful. It's courting trou- ble to treat him as if he were a greasy merchant.” “'How else are we to react the truth?” “Pind first some scraps of evidence to justify your measures. Do you dream that men can engage in treason in a stronghold such as this, and never leave a scrap of evidence behind them? Search, gossip, search! Ransack the castle from rampart to dungeon, and see what you find. Isn't, that what we came for?” . The search was much more quickl; fruitful than they could have ‘wpex In Borselen's closet they found. papers locked ay in a chest, a bundle of letters any one of which would have served to hang the man who had sent it as well as Van Borselen, who had received it, and some sheets covered with figures, which Rhynsault tossed aside as of no consequence, but to which the fool devoted some study. It proved the very simplest her, a cryptic writing that would not long have puzzled a child; the numerals stood for letters and stood for them in the order of the alphabet. The fool, who had considerable clerkly skill, and, indeed, some scholarliness, sat late into the night, transcribing them. What at last he bore to his master was a fairly complete account of the nature of the plot, .the funds subscribed, the arms to be provided, the number of men to counted upon in each district, and list of the leaders with whom lay t) responsibility of - glving those. men the signal when the ‘moment came. Rhynsault, rubbed his hands in satisfaction. Within 48 hours those leaders would be laid by the heels. The conspiracy, thus rived of guidance, might safely be to perish by itself, “You've done well, Kuoni,” he com~ mended ‘the fool. " said the fool. H not always.” The governor swung to confront him, and the fool liked neither the look if dark eyes. “Sometimes you are clumsy because you love a jest too well” - “That's what I'm for, gossip. “Ay, ay; in season. Now this eve- ning, so that you might vent your cursed humor, you warned Van Bor- selen too soon of what was coming to him, with the result that he all but had his dagger in my throat.” up his whip as he spoke and loosened the thong. The fool's weak frame was shaken with sudden fear. His counte- nance lost its habitual impassivity, “I thou’hl to amuse you,” he shrieked as the lash, hard-driven, cut him about the neck and body. “Oh, it smused me,” Rhynsault as- sured him. “But had I been less prompt with my hands, the laugh might have been with Borselen. I meant to lay your bones bare for that fool's trick of yours. But you've served me well since, and so I'll show you mercy, and give you no more than a reminder to let your jests be less dangerous to me in future.” The reminder took the shape of three more lashes, the last of which cofled about the fool's white face, and broke the skin. “So!” The governor flung aside his whip, “That will suffice tonight. Away with you, you whimpering cur.” The fool hobbled out without another word. He was accustomed to thus punished for his shortcomings. He sought his bed, and pain and rage kept him awake until it was time to rise again. Yet next morning, when he came to break his fast at the governor's table, he had resumed his impassivity, and save for the angry crimson wheal that marked the track of his master’s whip across his pallid face, save for the dark stains under his eyes which this morni were deeper and darker than usual, there was no sign about him or in his bearing or manner to sugges! what he had undergone. And his evil, malicious wit flowed freely, especially later in the morning when the Bur- gundian leutenant sat in judgment uron the Knight of Borselen and four others of those who had supped with them last night who were implicated by_the letters found. Borselen asked that he should be sent for trial to the duke by virtue of his knightly rank, but that appeal the governor disregarded. His secretaries drew up the indictments and attached to them the justificative documents, to be forwarded to the duke. Borselen and his four convicted companions in trea~ son were hanged that same afternoon on a gallows in the market-place of Arnemuiden. The business done, Rhynsault and his hn?fi rode on to :l!el:e.h:.dtfh:rw stage of a progress whic! ject to deal summarily with those whose treason was revealed by the papers found in Borselen's castle.
