Coombs today to present themselves in line at the District Building not later than 4 o'clock to- morrow afternoon if they would avoid the embarrassment of arrest. llr, Coombs estimated that there wi in the neighborhood of 8.000 cars 11 on the street with 1929 plates. NAVAL OBSERVATORY BILL ASKS FOR FUNDS $265,000 to Modernize Service ‘Would Be Spent Under Pro- posed Measure. modernize the United States Naval Ob- servatory in Washington at a cost of gress by Acting Secretary Jahncke of the Navy Department. The Acting Secretary explained that this legislation would authorize the ap- propriation of sums to be expended by the Secretary of the Navy for mod- ernization of the Naval Observatory by (a) the purchase and installation of equipment and appurtances for astro- graphic and research work: (b) the construction of an astrographic labor- atory, and (c) the construction of a service bullding. He explained to Congress that the Naval Observatory is one of the scien- tific, experimental and research activ- ities of the Navy, and holds an import- ant position in the astronomical world. The observatory supplies the Navy, the merchant marine and the country wit! astronomical data required by navi- gators, surveyors and scientists and the time so essential to them and to all commercial activities. The time sig- nals sent out by the Naval Observatory, Mr. Jahncke said, are the only official ones in the United States.
