By the Associated Press. ‘The declining birth rate is seen as an important factor in raising the standard of living in this country by Edward Eyre Hunt, secretary of the President’s conference on employment. In a summary of the report on post- war economical conditions issued by the committee on recent economic changes, Hunt said “the retardation in the growth of population in this country has affected the whole social situation.” Not All Net Gain. Referring to the relation of science to economic changes, he held that by no means all of the increase in effi- ciency has taken the.form of a net gain in livelihood. “Men had the possibility of raising their standard of consumption,” he { said, “of reducing their hours of work, of giving their children more educa- tion and of increasing their numbers. ‘They did all four in part. Science Changes Pace. “The pace at which the sciences have grown and at which discoveries are applied keeps changing. In any given decade the ups and downs mean that some of the economic mechanism are being made over, while others are growing steadily and still others are languishing. The growth of industry as a whole has been more steady than the growth of its parts.” “Side by side with the changes in trade unions and in business policy,” Hunt said, “we note the influence of certain general ideas which have gained wide currency in. recent years. “Pirst of these is the spirit of cau- tion inspired by the losses of 1920-21; second, a more systematic effort to learn from experience; third, more publicity concerning business activities and closer co-operation among busi- ness enterprises, and fourth, the belief in the economy of high wages.” T An Heir to Millions. NEW YORK, January 27.—A cashier in a department store who reported Sat- urday he had been robbed of $5,800 of the store’s cash by a lone hold-up man | yesterday confessed, police said, that he had taken the money himself. The cashier, John Blanchard, 40, told police Saturday night that a man ap- proached his cage in the subbasement of Gimbel Bros.’ store and robbed him of the money at gun point. Through long hours of questioning he stuck to his story. Finally, police said, he confessed mak- ing three trips out of the store during the day, each time handing over part of the stolen money to an alleged ac- complice, Andrew Leon, 31. Police searched Leon's house and found $4,366. him. The rest of the money was not found. WORKERS SEEK HELP. Conditions in American-Owned Fields Are Protested.
