Albert C. Ritchie of Maryland, propon- | ent of the “wet” cause and an advocate | of the principles of State rights, Tues- | day night said that no State in the Union was under any obligation, legal or moral, to pass a State law to enforce or help enforce national prohibition. Maryland, which never has had a State enforcement law, was better off without one, according to Gov. Ritchie, who cited conditions in his State to supwt his assertion. He spoke here befo,~ a large audience under the aus- pices of the Liberal Civil League, which, | with other *‘wet” groups, is behind a movement to repeal the State enforce- ment law in Massachusetts. Cites Baltimore Figures. | To substantiate his contention “that | a State Volstead act is not necessary for an orderly and law-abiding city,” Gov. Ritchie offered figures showing that in 1928 Boston, under such a State act, had 5,291 more arrests for drunken- ness than Baltimore without a State enforcement act. “We look at other American cities and we see more crime and more lawlessness under State Vol- stead acts than we have in Baltimore without one,” he said. Gov. Ritchie said that Baltimore, which has more than half the popula- tion of Maryland, has a better record Chicago, St. Louls, Cincinnati, Kansas City and Milwaukee. He based this statement on figures compiled by Prof. Raymond Moley of Columbia Univer- sity. Improved morale in the Baltimore Police Department, absence of crime waves and freedom of the police to de- vote their time to the detection of crime and the arrest of criminals were some of the conditions obtaining in Maryland without & State Volstead act, he said.
