Believing that the actual working out ot particular traffic problems should be left to the traffic officials, Senator Has- tings of Delaware, chairman of the Sen- Ilensubcommlnee which held helflr‘\gs on the subject recently, regards an in- crease in the number of traffic police- men and additional technical men in the Traffic Bureau as the only recom- mendations requiring action at this time. Senator Hastings said these were his personal views, because he has not con- ferred with the other members on the subject since the hearings. Responding to criticism by the Fed- eration of Citizens' Associations of the enforcement of the smoke law in the District, Health Officer Willlam C. Fowler today assigned three additional | inspectors for a drive against those who violate the smoke law by emitting dense fumes of black smoke from their chimpeys. The three additional inspec- | tors “will be taken from other work, which will have to be neglected while they are on the smoke nuisance work, Dr. Fowler said. The cost of pilgrimages of widows and mothers to visit the graves of World War veterans in France was estimated at $5- 653,000 in a communication sent to Congress by Patrick J. Hurley, Secretary of War. Hurley wrote that 11,440 mhoth- ers and widows were entitled to the trip, but that only 6,730 had indicated a desire to go. In this number, 5,323 of them have ex- presszd a wish to go during 1930 and the remainder in 1931.
