Nov. 3 10 AM. By the Associated Press. LONDON, November 28 —For three hours today coal owners discussed with the cabinet coal committee the govern- ment’s legislative proposals with regard to mining. It was reported there was little possibility of the owners agree- ihg with the government's proposals. There are three points of cleavage— reduction of working hours, marketing schemes and the establishment of a na- tional wages board. It is expected the government now will have no alterna- tive but to proceed speedily with the legislation without either the owners’ consent or co-operation. Among the coal owners the view is expressed that the government’s present marketing proposals go farther than was originally indicated. The original proposal was that the government would, by statute if necessary, enforce compliance with an.approved district marketing scheme and a central co- ordinating_scheme devised by the coal owners. The present proposal, it is charged, goes much beyond those con- ditions and implies considerable inter- ference both in detail and in the ad- ministration of the schemes. The government's proposals call for reduction of a half hour in the miners’ working day and the establishment of a national board to control wages. The awards of this board would be binding on all owners. To enable the industry to bear these changes the marketing schemes are contemplated. Thomas, lord privy seal and min- ister of employment, in the House of Commons Tuesday about his unem= ployment relief schemes. The Conserv: atives bantered him and gave him iron- ical cheers when in a number of cases he referred to his previous answers to questions, or declared in his favorite phrase that he was “exploring every avenue.” In his repjjes Mr. Thomas spoke of his efforts to start industries in the distressed areas. He had hoj to get a silk factory to open in Glamorgan= shire and believed he could have suce ceeded.
