Recommendations_calculated to facil- itat> commerce between the American naflons, relating to customs procedure and port formalities, are being presented today for, final adoption by the Pan- American’ Commission on Customs Pro- cedure and Port Formalities, which has been in session hers the past week. The meeting will close tomorrow, when the delegates will be addressed by Secretary 5f Commerc> Lamont and will be lunch- | eon guests of Secretary of the Treasury Mellon. ‘The committee report on port prac- tices being presented today covers a wid> range of subjects relating to the collection of customs dues and other formalities at ports, and is being pre- | sented, it is stated, in an effort to further standardize these practices among the American nations without touching on the general tariff policles of the countries involved. Basis of Valuation. leecommendauons in the report in- clude: Foreign valuation to be applied as |the basis for assessing customs duties on merchandise. “Net w:ight” is recommended where weight is the basis for fixing the assess- ment. If “net” is not practical, the report urges “legal weight™ as the basis, defining it as the weight of the mer- chandis: and wrapper. “Gross weight” assessment is advised only if neither of the other two bases is deemed advisable.
