Heartily indorsing the 1929 shop- early, mail-early campaign now being conducted by merchants and postal offi- clals, Postmaster W. M. Mooney of Washington declared today that this movement, inaugurated here several years ago, had proved so successful that it was adopted as a national policy. | In a letter to the Merchants and { Manufacturers' Association, which is co-operating with the post office in the movement, Mr. Mooney stated that, due to the infensive campaigns made here for & number of years, the peak loads of Christmas malls from this city have been moved forward at least three days. Insures Prompt Delivery. “This early mailing not only insures delivery by Christmas day,” he declares, “but assists in keeping the parcels out of the Christmas jam which occurs dur- ing the several days just before Christ- mas. It must be remembered that dur- ing that period tons and tons of par- cels are handled, and that it is to the advantage of persons using the mails to have their parcels out of the way before the big Christmas rush. “The Washington post office was the first to start a campaign for the early mailing of Christmas parcels and cards, and the effect of the campaigns here led the Post Office Department to take up the movement throughout the coun- try. After several years it was realized that people could not mail early unless they shopped early, and the campaign was broadened to include the shop- early feature. Co-operative Campaign. “Since that time the postal service 1and the members of the Merchants and Manufacturers’ Association have worked together, having adopted the slogan, ‘Shop Early, Mail Early,’ for better service. Our combined efforts have brought splendid results. “Undoubtedly the cause for earlier mailing on the part of the public is somewhat due to the fact that during the past several years the Post Office Department has closed the post offices and declined to make any delivery on Christmas day, except special delivery matter.
