The Federal Reserve Board's con- dition statement of weekly reporting member banks in leading cities on Oc- tober 16, shows increases for the week of $121,000.000 in loans and invest- ments, of $366,000.000 in net demand deposits and of $12.000,000 in time de- posits, and a decline of $50,000,000 in Government deposits with practically no change in borrowings from Federal Reserve Banks. A Loans on_securities increased $130,- 000,000 in the New York district, $52,- ¢ 000,000 in the Chicago district and $18,- 000,000 in the Boston district, and de- . clined $10,000,000 in the Atlanta dise : trict, all rept;x;.aha‘gmboaor:)ks showing a net increase of $188,000,000. “All other" loans declined $14,000,- © 000 in the New York district and $60,~ 000,000 at all reporting banks. Treasury Views on Business. Financial and economic experts in the ‘Treasury do not believe that national prosperity is endangered by the drastic break in stocks. The country’s busi- ness operations are going on as usual and officials believe the breaks and re- coveries in stocks are perfectly natural fluctuations, which no longer hurt other industrial or commercial efforts. Authorities traced the reaction al- most solely to two causes: Withdrawal 10 a large extent of foreign buying or buying for foreign account, and satu- - ration of investment trust portfolios. i The absence of these two elements in the market has created a void in the buying sources, it is asserted, that now is "exemplified. in the sagging quota- tions, but which has not in any way affected the intrinsic values of the stock. In explaining the lack of investment trust buying, a high official asserted that there had been no new _trusts created lately "and those established heretofore have placed their money in securities up to the limit of their ca- pacity. It is the belief, however, that these trusts soon will be looking for investments again and can be counted upon to re-enter the markst to meet their requirements. Experts maintain that the stocks whose values had been shrinking under the drive of the bears have the same intrinsic value as before, because the wealth of the country has expanded along with stock quotations. It was held, therefore, that the condition was really only technical, in the sense that real value was being maintained by the steady hum of industry and the dis- tribution of its products. Traders felt that the violent sweepe ing out of weakened marginal accounts in the past two sessions, when trading facilities were overwhelmed with frenzied selling, had in a large measure corrected a weak technical position and an inflated price level, and had placed the market once more on fairly firm footing. Commission house advices generally maintained a rather cautious attitude, however, and there was a tendency to look for rather quiet and irregular trading for a time. Mitchell Statement. A statement by Charles E. Mitchell, chairman of the National City Bank, just returned from Europe, to the ef- , fect that he considered that the mar- ket had had a healthy reaction and that the decline had probably overrun itself, had a salutary effect upon Wall Street sentiment. The day's news was largely pleasing, including declaration of a $4 extra dividend by Norfolk & Western, several satisfactory earnings statements, conspicuous among which were those of General Electric and American Superpower, and approval of a plan by Missouri Pacific directors ta refund accumulated preferred dividends, Much of the upturn occurred in the first hour. of trading, when shorts rushe ed to cover in response to the feeling that the market had reached bottom. Trading during the first half hour was almost equal to that of yesterday, but quieted down somewhat as the session wore on. Significant Gains.
