PLAN CONSTITUTION WEEK OBSERVANCE Patriotic and Civic Organiza- tions Arrange Ceremonies to Be National in Scope. With elaborate ceremonies, in which many_local organizations will partici- pate, Washington will join with the rest of the Nation in the observance of Constitution week, September 15 to 21, to commemorate the adoption by the Constitutional Convention 142 years ago of the fundamental law upon which the American Government is based. A general committee, of which F. Regis Noel is chairman, has been or- ganized here under the auspices of the American Bar Association to co-operate with other organizations and co-ordi~ nate the plans for the week's observ- ance. As this is the National Capital, the exercises here will, to some extent, take the form of a national celebration. ams are also being arranged in every State. Authorize Curbstone Flags. The District Commissioners have au- thorized the erection of curbstone flags September 17, known as Constitution day. It is the first time such a display has been authorized on this anniver- sary. The Constitution was adopted by the convention September 17, 1787. ‘The American Legion is actively co- operating with representatives of the American Bar Association to make the ‘week’s observance a success, A special committee of the Legion, headed by Maj. Gen. Amos A. Fries, has been ap- pointed to take charge of the work. Meetings of all of the units of the Legion in the District have been ar- rariged during the week, to be addressed by promineny speakers. The Legion will aiso have, rge of plans for displaying '!X;;t flags. me of the most prominent pa- triotic and civic organizations of WIR- n and the Nation, leading jurists, lawyers and educators, are sponsoring “Constitution week.” ‘The District of Columbia Bar Association, of which Maj. Julius I. Peyser is president, is actively supporting the plans. Colored Citizens Organize. A special committee, of which George E. Hayes is chairman, is working gmong the colored citizens of the District, as- sisted by Judge James A. Cobb of the Municipal Court and others, to pro- vide appropriate exercises. The week's observance will begin next Sunday, when local clergymen have been requested to speak t6 their con- gregations about ‘the Constitution and its history and aid in arousing interest in thé practical working of the Ameri- can Government. Representative James M. Beck of Pennsylvania, formerly solicitor general of the United States, will deliver a radio address on “The Birthday of the Constitution” at 8:30 o'clock Monday night, September 16. His speech will be carried to the Nation over the Colum- bia Broadcasting chain. On “Constitution day.” September 17, a radio address by Dr. Edmund A. Walsh, vice president of Georgetown University, will be broadcast over a Nation-wide hook-up. Dr. Walsh will compare the American form of govern- ment with that of Russia, on which he is one of the foremost authorities in this country, and other governments with which he is familiar. Civitan Club Luncheon. ‘The Civitan Club, of which Frank A. Birgfleld is president, has arranged a special luncheon at the Lafayette Hotel September 17, when Capt. Callahan, president of the Cosmopolitan Club, has arranged a spe- cial luncheon for September 19 at the Carlton Hotel to be addressed by a rep- resentative of the American Bar Asso- clation. The Newcomers Club will hold a “Constitution week” Juncheon at the Carlton Hotel at 12:30 o'clock Septem- ber 16. The Barristers at a luncheon tomor- row at the Cosmus Club will discuss plans for participation in the week's observance. During “Constitution week” a meeting of the entire student body of Georgetown University will be held and Jesse C. Adkins, lormer Assistant Attorney General, will speak. A special “Constitution week” edition of the Constitutional Review will be published September 16 to aid in the work of the general committee. In addition to being chairman of the local committe which is arranging for the week’s observance here, Mr. Noel is chairman of a special subcom- mittee of the American Bar Association, which is sponsoring the movement.
