SALT LAKE CITY, August 29.-—Colo- rado Basin States went on record here esterday as favoring a “fair price” for power to be developed by the Boulder Dam project, as determined by charges for power in the competitive field. ‘This conclusion was reached in the adoption of a resolution offered by Gov. Frank C. Emerson of Wyoming, after representatives of the basin States had sparred over the language of several mo- { tions intended to define their attitude on the power price question, one of the two purposes for which the meeting was called. ‘The other matter before the confer- ence, the question of an embargo on the granting of Federal power permits taries pending agreement by the State for allocation of the water among them, found settlement in the four upper | basin States jolning in a request that | Three States Dissent. ‘The three lower basin States, through expressed fear of unsettling what they declared to be a favorable prospect for agreement among them upon the ques- | tion in controversy, refrained from ta ing a stand on the matter, although Ne- vad: representatives previously had expressed a willingness to join the other States if all were in agreement. | Granting of additional permits, it wa: held, might prove an obstacle to kn @ locafion agreement, since any power per- mit granted would be bound to have a bearing on projects ubove or below it Juurmm nt of the the repres 0( the upper basin St met cided prun a meeting at Denver No- vember 5, at which a basis for further 'MOVING, PACKING & STORAG WANTED aily return trip to Baltimore for one- 36 trip. It was not decided whether a general plan only will be considered, or whether distribution among the States of the 7,500,000-acre feet of the water allotted (o them by the Boulder Dam act. A drajt of a letter to President Hoover, urging a continuance -of the embargo agaiust granting of Federal power permits on the Colorado and its tributaries pending negotiations among the States for allocation of the water, was agreed upon. Colorado delegaies took it with them for Gov. Adams’ sig- nature, aier which it wil be submitted to the other three governors for signing.. The conference, was opened yesterday morning by Gov. George H. Dern of Utah, who had called it. Gov. Dern was elected permanent chairman of the conference and George M. Bacon, State engineer of Utah, as secretary. Kel]ngg l’urtrmt Exhibited.
