Appointment of Judge Joseph C Hutchesen, jr., of Houston, Tex., as consultant and adviser to the National Commission on Law Observance and En- forcement on the subject of Federal trial courts and their organization has been announced here by the' commission Judge Hutcheson is United States district judge for the southern district of Texas, and was appointed Federal judge by President Wilson in April, 1918, after having served as legal ad- viser for the city of Houston from 1913 to 1917, and as mayor of Houston from 1917 to 1918. “In addition to acting as consultant’ and advised to the commission,” it was: | stated in the announcement of his ap- | pointment, “Judge Hutcheson will direct j the survey of the facts to be obtained for the commission relating to the or- | ganization, business and jurisdiction of. i the United States district courts, and” the question of appropriate legislation growing out of that study." Educated in Virginia.
