PARNS REVEWS STOCKEXCHANG Relates Struggle to Form Washington Branch, Now Oldest in Existence. / ‘A historical review of the Washing- ton Stock Exchange, its growth and { steady increase in the cost of seats 'was given by Albjon K. Parris of Crane, | rris & Co. at.a meeting of the| Columbia Historical Society last night at the Cosmos Club. “General attempts were made prior to 1881 to establish a board of brokers | in Washington, but none survived for | a period longer than a few months, chiefly because they had not the sub- stantial support of the banking inter- ests,” said Mr. Parris. “On October 24, 1881, five men con- nected with the brokerage business met | at 1429 F street and formulated a call for the organization of a stock ex- change. “When the exchange was formed, there were on the first call, exclusive of Government bonds, but 28 securities listed. Today the number is increased to 98, with frequent new listings.” . A constant fluctuation in the price of seats on the local exchange has been evident since organization, Mr. Parris said. His own seat, purchased when the exchange was formulated, cost his backers $25. Since that time he has been offered $10,000 when prices reach- ed a record high. but the value de- creased until today, when seat prices range from $2,500 to $4.000. “High Bonds” Lyle Returns to Bench, Sets $220,000 Bail By the Associated Press. CHICAGO, May 22.—Judge John H. Lyle, who won the sobri- quet “High Bonds” Lyle four years ago because of the high bail in which he held persons arraigned before . him, has sig- nalized his return to the criminal bench by fixing 2 total of $220,~ 000 for three robbery suspects. For the last four years Judge Lyle has been hearing only civil cases. capital for the upbuilding of legitimate enterprises, in which upbuilding invest- ment houses as represented on the Washington Stock Exchange will play an important part.” Mr. Parris said the oldest stock ex- change in existence is the Paris Bourse, founded in 1726, and the London Ex- | change was not formed until 47 years| later. “The unorganized buying and selling of securities was, however, a common practice in the several great cities of the world prior to the formal existence of stock exchanges,” he said. “History records that the ‘Change de Paris’ may be traced back to the fourteenth cen- tury and that there was a flourishing stock business 100 years before the London Stock Exchange came into ex- | istence. Philadelphia claims the or- ganization of its Bourse to have been in 1790. The present New York Stock| Exchange formulated its constitution and secured permanent quarters in 1817." Preceding the introduction of Mr. Parris by Allen C. Clark, president of the society, Mrs. Maude Enig Murphy, soloist, rendered several vocal selections. | Lists of new members, whose numbers | “During its existence there have been | 189 members, including the founders, | there being now, as in the past, 40| seats.
