Pinal steps for starting the new credit bureau of the District Bankers' Association were taken today when Hil- Jeary G. Hoskinson, chairman of the special_installation committee, for- warded to the member banks the necessary informa- tion blanks and full instructions in connection with the operation of the very important adjunct to the as- socjation’s other activities. After the bureau ac- tually begins service, daily reports will be made. Similar bureaus have long been operating in Baltimore, Richmond and many other cities and have proved brilliantly successful as a protective measure for the banks. Chairman Hoskinson and the officers of the District Bankers' Assocfation feel sure that-the local bureau will meet with the same success. Potomac Bank 26 Years Old. Henry W. Offutt, president of the Potomac Savings Bank, and his asso- ciates are celebrating the bank's twenty- sixth birthday. To be exact the doors were first opened 26 years ago last Saturday, May 18. The bond market closed with Capital Traction 5s selling at 9715, George W. Robertson, vice president of the Canal Bank & Trust Co. New Orleans, and vice president of the New Orleans Stock Exchange, was a visitor at the local exchange today and ac- corded the courtesy of the floor. Heard in Financial District. Albion K. Parris, veteran local finan- cier, will present the history of the ‘Washington Stock Exchange at the meeting of the Columbia Historical So- clety this evening a’ the Cosmos Club. Mr. Parris 1s wonderfully well informed on the subject. T. Y. Chen, a prominent Chinese banker connected with the Equitable Eastern Banking Corporation and the Sam Mun Co., with headquarters in New York, was a recent visitor in the local financial district, being shown about by Eliot H. Thomson of the ‘Washington Loan & Trust Co. The Department of Commerce reports that, according to preliminary census figures, 35.258,490 cotton spinning &pin- dles were in place in the United States on April 30, of which 30,924,184 were cperated at some time during the month, compared with 31,123,998 for March and 30,950,340 for April, 1928. The Federal Reserve Board’s condi- tion statement of weekly reporting member banks in 101 leading cities on May 15 shows increases for the week of $64,000,000 in loans and investments, of $154,000,000 in net demand deposits, and of $24,000,000 in time deposits, and a reduction of $58,000,000 in borrowings from Federal Reserve Banks. The Interstate Commerce Commis- sion has authorized Pittsburgh & West Virginia Railway and the Wharton & Northern Railroad to intervene in the | C proceedings on the unification applica- | tion of the Chesapeake & Ohio Rail- Ralph Hornblower of Hornblower & ‘Weeks has been elected governor of the Investment Banking Association of America to represent the New England district. He succeeds Frederick Boyn- ton of F. F. Moseley & Co, who re- signed because of his removal from Boston to New York. Price Index Unchanged. The wholesale price index of com- modities remained unchanged during the week ended May 19, according to the wholesale price index of the Nation- al Fertilizer Association. Since March 9, however, the index has declined 2.4 per cent, and it now stands 3.4 per cent below the like week of 1928. During the week 35 declines and 27 advances occurred, but the declines were in groups more sensitive to price-change influences, Material declines occurred 1in textiles, fats, farm products, and fer- tilizer materials. NEW YORK, May 21.—The cloud of higher money rates hung over the stock | | market again today and prices general- ly lost ground, despite the sporadic ef- ! forts of pools to bring about a gencral | rally. Rails displayed a fairly firm undertone in reflection of the favorable | | St. Louis and O'Fallon decision. but the industrials and public utilities en- countered further selling pressure. | Call money renewed at 7 per cent, but the supply of funds available at that figure was scarce, and the rate was expected to work higher. Time | money continued firm around the high- est levels in years. In view of the expected stringency around the end of the month, several brokerage houses have been advising their customers to lighten long com- mittments and reduce margins, which probable accounts for much of the selling in the last few days. Short Interest Believed Large. Failure of the market to make a| more favorable response to the O'Fal- | lon decision led to a resumption of | selling by professional operators, who | acted on the theory that the market | was overbought, and that the general run of traders lacked sufficient buying power to take advantage of favorable news developments., Brokers report that the borrowing demand for stocks, particularly the motors, indicates the presence of a large short interest. Irregularity developed at the open- ing, although price changes in the leading rails and industrials were rather narrow after vesterday's violent fluctuations. General Electric and Air Reduction each agvanced 3 points, Curtiss Aeroplane, 2!;, and Wright Aeronautical, 1. General Motors opened with a block of 10,000 shares at 78, off la. International Telephone dropped 2 points and Coty, 1. Railroad shares resumed their ad- vance, although a more careful reading of the decision in the St. Louis & O'Fal- lon case disclosed that it was not as sweepingly in favor of the road as the first hasty summaries indicated.
