INDIAN BOMB BLASTS BLAMED ON NOVICES Amateurish Construction Cited by Police as Reason Damage Was No Worse. By the Associated Press. NEW DELHI, India, April 10.—Police officials believe failure of the two bombs dropped in the Legislative Assembly Monday to cause more casualties than they did was due to their amateurish construction. Both bombs were made from preserve cans, filled with scraps, of metal and explosives. They were, nevertheless, powerful enough to hurl fragments into all parts of the chamber.
