EX-SAILOR BUILDS a+1. BOAT MODEL Knife, Drill and Plane Only Tools Used in Work by Jesse S. Lewis. Working during his spare time with less than a half dozen tools, Jesse S. Lewis of 3416 Twenty-fourth street northeast, has built a model of large fishing and oyster boats, which, if pro- duced in regular size would be the envy of all “old salis” operating sailing vessels along Chesapeake Bay, on which Mr. Lewis was a sailor for a number of years as a young man. Measuring five feet from end to end, the vessel is built along graceful lines and in its equipment, which is com- plete in every detail, shows the in- genuity of its maker. The vessel's hull is exactly three feet and two inches long and is planked up with one-eighth inch straight grain cypress, boards bent neatly against the frame- work in the same manner they ai with the | Charge of Recruiting in Schools. By the Associated Press. MADRID, March 25—Primo de Rivera, chief of the Spanish director- ate, issued a semi-official note fore- telling a change in government and stating that he was not young enough to continue for another five years at his post. Had he been younger, the man who has been virtually dictator of Spain since the Autumn of 1923 said that he would have asked King Alfonso to continue his confidence in him for another period of five years. Gen. Primo de Rivera has been at the head of a civil cabinet of minis- ters since December 3, 1925, when, with the consent of the King, the military directorate was dissolved after two years of somewhat troubled existence. The object of the civil cabinet, which replaced a cabinet of high military of- ficers, was to promote economic and social reforms. The change did not bring about com- | plete or immediate restoration of pre- vious constitutional’ guarantees. In Primo de Rivera’s own words, it pro- posed “the substitution for the military dictatorship of a civilian and economic dictatorship with a more suitable, but not less vigorous, organization.” Min- isterial decrees had the force of law. ‘The dictator was recently reported to have desired continuation of his rule until 1931, in which time he believed he could cure national flls. He ex- fi\;esscd himself as ready to resign office en. H. V. ABBOTT DIES.
