PORT HURON, Mich., March 25— Clarence Smith, 19, of Marine City, Mich.,, was arrested late yesterday as the second man in the boat from which | Earl A. Roberts, United States immi- gration officer, was shot fatally Satur- day night in the river version of gang- land’s ride. Roberts was shot, dragged into a boat and thrown out on a dock at Port Lambton, Ontario, by rum runners. “Vet”" Brown, named by Roberts be- fore he died as the man who shot and abducted him, was arrested yesterday at Sombra, Ontario, and released to Mich- igan authorities. Smith, described as a rum runner and hl).’xckcl\ was arrested on information, the source of which authorities refused to reveal. Roberts was shot when he and W. J. Stoutmeyer, deputy coliecier of customs at Algonac, Mich, came upon a crew of men unloading a load of liquor on the shore of the St. Clair River. Rob- erts and Stoutmeyer drew their pistols and advanced toward the boat in which were two men. As they approached, four shots were fired and Roberts fell across the gunwale. He was pulled into the boat, which backed into the river and disappeared. The pair pulled up at a dock at Port Lambton a short time later and tossed Roberts out with a cry of “man hurt.” They continued their flight up the river. Robert’s wound at first was not consid- ered serious when treated at Port Lamb- ton. It was believed safe to move him and he was taken to a hospital at St. Clair, Mich., where he died yesterday. Howard, chairman, wiil continue its campaign here ‘“until ‘Washington has become the moral as well as the political capital of the Na- tion.” Howard has been making speeches weekly since the first of the year, and estimated that about forty meetings have been held. He addressed three different meet- ings yesterday, morning at Grace Bap- tist Church, evening at National Me- morial Baptist, afternoon in Alexandria at the Richmond Theater, under auspices of the Federated Men's Bible Classes and the Ministers’ Association. Howard again supported President Hoover in his insistence upon enforce- ment of law. A tabulation of seiz- ures of illicit liquor and distilling ap- p-uzus ‘was included. “The figures indicate,” the associa- tion said, “that in regions where the rum runner and the bootlegger do not find an inviting field of operation, ow- t | ing to geographical location, sparsity of population or other deterrent conditions the illicit still is most widely used.” COUPLE HELD PRISONER. Three of the men departed at dawn, emptied the safe, returned for the other two and escaped. TWO PERISH IN FIRE. Third May Die as Flames Destroy Shacks in 0il Town. BORGER, Tex.,, March 25 (#).—Two men were burned to death and a third perhaps fatally burned in a fire which destroyed four business house “shacks” on the main street of this oil town yes- terday afternoon. The flames were fanned by a high wind. The three had been asleep in one of the shacks. One of the dead was identified as J. W. Farmer, 60, of Borger.
