Prescott, chairman of the Republican State committee for the District of Columbia, announced yester- mended the appointment of John Lewis | Smith to the new judgeship created in the Dsitrict Supreme Court by a recent act of Congress. The committee’s recommendation, he said, was placed on file with the President and the Attorney General. Mr. Smith, who lives at 2424 Tracy place, has been engaged in private practice in Washington for many years. He maintains law offices at 729 Fif- teenth street. 404 DECEMBER ARRESTS Followed by Charges of Intoxication. Special Dispatch, to The Star. ALEXANDRIA, Va., January 2.—The dria Police Department for December shows that 404 arrests were made, raising the total for the year to 3,843. Arrests for violations of traffic laws led in December with 128. Ninety-nine were arrested for drunkenness, 43 for violation of the prohibition law, 21 for disorderly conduct, 15 for operating automobiles without permits, and 13 for gambling. Goods valued at $2,647.50 were re- ported stolen or lost, of which $2,445 were recovered, while stolen articles valued at $120 were recovered for other cities. Twenty-nine automobile acci- dents occurred during December, of which 23 were settld out of court. ANNIVERSARY MARKED. Dr. Skyles .Cumberland Pastor for Twenty-five Years. He is now the oldest active pastor for continuous service in Cumberland. He is an active member of the Somerset Classes and has been its presiding officer.
