STONE. ‘Three vital steps were taken at the meeting of the District Bankers’' Asso- ciation last night at the Willard when a fiduciaries’ section, safe deposit section and an auditors’ section were added by constitutional amendments to the activities of the organization. The question of estab- lishing a credit bureau will be brought up by Pres- ident Robert V. Fleming at a spe- cial meeting to be held soon. The fiduciaries’ section is expected to prove of great value to the mem- ber banks by bring- ing about uniform methods in the handling of estates and other trust business. At present no two local banks are conducting the same business by exactly the same methods. The safe deposit section goes along with the fiduciaries’ section, and this, too, is ex- pected to prove most valuable. New York and Chicago have safe deposit organizaticns which have proved highly beneficial., Purposes of the New Sections. The audit or auditors’ section is intended to take in the District of Columbia Conference of Bank Auditors and Controllers. This organization was started about a year ago and bocame connected with the American Bankers’ Association. It has made marked prog- ress and the members of the District Bankers’' Association are anxious to get the benefit of its discussions. Much of the work of this section will be educational, especially to the smaller banks which do not have auditors or controllers. By following the section’s suggestions they will be able to know their costs of operating different de- partments much better than they do now. Representatives of each section will be available at all times to furnish any special information. Not only at the as- sociation's meetings, but at the weekly luncheons, any involved questions that arise will be referred to them. The amendments to the constitution were drawn by a special committee of which W. W. Spaid was chairman. The other members appointed at the June convention were: W. J. Waller, Albert S. Gatley, E. J. McQuade and Robert V. Fleming, ex-officio. Association Indorses Graham. At the meeting the association went on record as indorsing E. C. Graham, former president of the Washington George P. Sacks. President Fleming has appointed Ed- ward Moran, vice president. of the American Security & Trust Co., chair- man_of the protective committee of the District Bankers' Association to succeed Harry V. Haynes. Mr. Moran has held many important committee assignments in the association and x:.: this committee. But in order to make the work more even, Mr. Fleming has appointed H. H. McKee, president of the National Capital Bank, to serve as chairman of this body. Bank of Bethesda Deposits Up. ‘Under the active guidance of George P. Sacks, the president, and Walter S. Bogley, cashier, the Bank of Bethesda is having one of the best years of any suburban bank in the vicinity of Wash- ington. The last Maryland State call came in September, but the figures on the date of Controller McIntosh’s last day of the present year, they totale $561,276.64. These res reveal a gain for the first 10 months of 1928 of $417,215.71. Mr. Sacks, head of the Bethesda 1 stitution, is a vice president of the Na- tional Bank of Washington and widely known in Capital financial circles. Treasury Allotments Announced. Secretary Mellon announces that total subscriptions received for the issue of 43, per cent Treasury certificates of in- debtedness, dated October 15, 1928, ma- turing September 15, 1929, scriptions allotted was $308,807,500. Subscriptions in amount not exceeding $1,000 were allotted in full, while allot- ments on subscriptions in amounts over $1,000 were made on a graduated scale. Total subscriptions received by the Richmond Federal Reserve Bank were $34,479,500 and the total subscriptions allotted, $17,568,500. Heavy Turn-Over in Gas Stocks. ‘Washington Gas Light stock was the leader today on the local exchange, 262 shares changing hands at par during the session. Capital Traction again sold at 105 on a 70-share turn-over, while 40 shares of Mergenthaler moved at 100%. Peoples Drug registered 118, Chestnut Farms Dairy preferred came out at 108%, and 10 shares of Second National Bank stock moved at 270. NEW YORK, October 16.—Although forced to accept heavy realizing, partic- larly in the last hour, today’s stock mar- ket was again one of predominantly rising prices. General Motors and Packard went to new highs, U. S. Steel sold within a fraction of its previous high and nu- merous high-priced industrials advanced violently. The oils were prominent at the end, not as a group but specific issues, among which Texas Corporation and Marland stood out. The late profit-taking affected especially Montgomery Ward, which was sold on the traditional maxim that stocks should be liquidated when the “good news” is out. IMoney renewed at 75 per cent, which was 1 per cent higher than the renewal rate yesterday, but half per cent be- low the final charge for new loans on that day. Call funds were in good sup- ply today. Time money was freely offered at 7 per cent for all dates. The metal stocks shared leadership with the motors. Most of the coppers were very strong. World production of copper was announced as 154,518 shart tons in September, against 158,839 tors in August. ‘The statistical position was all that could be desired and the evidence of prosperity given by the raisinz of the dividend by Calumet & Hecla increased the optimism with which the copper stocks were viewed. Calumet & Hecla increased its gain of yesterday selling at a new high for the vear. Chile Copper was i% urgent demand and likewise rose to a hew top. Calumet & Arizona, Greene ‘’ananea and Anaconda all bettered their posi- tions with trading very active in each one of them. Both the independents and General Motors were strong. Packard opened at 98 for 10,000 shares, up fractionally, and went to a new top afterward. Gen- eral Motors sold in volume above 219 in the first hour, later on crossing 220 to_the highest on record. Hudson did better, and among the motor accessories, Briggs went to a new peak. There was the usual number of fast- moving high-priced industrials. Case Threashing Machine sold for more than $400 a share for the first time. National Tea, which had gone up 16 points Mon- day, touched 300 today for an additional gain of 9 points, also a new high. CHICAGO, October 16 (#).—The board of directors of Montgomery, Ward & Co. today voted to increase the company’s common stock from 1,285,000 shares to 6,000,000 shares and called a meeting of stockholders for November 19 to submit the proposition. The directors approved a plan to offer stockholders the privilege to buy two additional shares for $35 for each share held.
