STAUNTON, Va., September 27— A resolution declaring that it was “wise and expedient to exclude” from the public discussion of phases of the present political campaign that “might commit the church to a party political issue” was adopted yesterday by the Baltimore Methodist Conference. The Baltimore Conference covers the Dis- trict of Columbia, Northern Virginia and Maryland. The resolution was introduced by Rev. Forest J.
