TULSA, Okla, September 12.— Mrs. Patricia Moore, 22-year-old mother, dropped from an airplane 13,000 feet above the earth here Sun- day to celebrate her birthday and set what she believes is a world rec- ord parachute jump for women. The descent required 28 minutes. A barograph recording the height of the plane was sealed by Govern- ment officials and will be forwarded to Washington for checking. Had this plan been adopted there would have been a far more drastic realloca- tion than in the one the commission has finally approved and many stations would have been eliminated entirely. ‘The plan finally adopted is a compro- mise between the “ideal” allocation and the desires of the broadcasters them- | selves. ! Hours Left to Stations. The one detail of the new allocation | which the commission has not prescribed | is the actual division of time among | the various stations. It has said what stations must share with others, but it has not fixed the hours or the respec- tive shares for each station. There is a disposition to allow the stations them- selves to agree upon the actual division if possible, with the Federal authority steoping in where disagreements result. As a matter of fact, each commis- sioner has already made out a tentative plan for time divisions in his particular zone and will attempt to obtain the acreement of his stations to put it into effect. Either by agreement or by order this division will have to be made be- fore Octcber 12, because on that date the commission will issue renewal l- censes to all stations and each license will specify the power, frequency and the exact time allotted to each station. ‘The stations will then have the right to appeal and ask for a hearing and, if still dissatisfied, to appeal from the com- mission’s decisions to the courts. FEDERAL RADIO HEAD | Judge Robinson Holds Changes Opposed to Congress’ Wish for Gradual Steps. New By the Associated Press. GRAFTON, W. Va., September 12.— Judge Ira E. Robinson, chairman of the Federal Radio Commission, said in statement here yesterday that he felt the commission, in its new allocation of stations, had gone against the wishes of Congress. .- The allocation is “not the m-~*hod of equalization by gradual steps which Congress intended and directed,” Judge Robinson added. Judge Robinson has been at his home near here for a week, having been called from Washington by the serious illness of his wife. He expects to return to the Capital the latter part of the week. His statement follows: “A week ago I was called from Wash- ington by the serious illness of Mrs. Robinson and have since remained at her bedside. “I did not know the details of the al- location of stations just announced. It is, however, well known that I advised and voted against the plan adopted and favored by the majority of the com- mission.
