Attorney Scores Of- ficers for Way They Col- lect Evidence. Agreeing with defense counsel that the police failed to bring in the most important piece of evdence in the case of Vincent Parr, charged with arson, Assistant United States Attorney Ralph Given yesterday scored the Police De- partment for “widespread ignorance” in regard to collecting evidence. “The police don’t know any more about getting evidence than does a child,” Given declared. “They don't know as much about it as some people walking the streets. If I sent them out to get a bull they would bring in his left hind hoof and leave the bul} out- side.” Later Given took another rap at the police when the defense brought out that Parr had been released by order of a police sergeant, after having been held several hours. “That doesn’t mean anything,” Given argued. “The police are continually | releasing men that should be held. It happens every day.” Parr, a one-legged veteran, who was gassed in France and is drawing com- nsation, was held for the grand jury E: $1,000 bail by Judge Isaac R. Hitt following the hearing. According to the testimony, he was seen in the basement of an apartment house at 1803 Biltmore street, in which he resides, early Sunday morning. About an hour later two fires broke out in the locker room of the base- | ment. Examination showed that the | locks on the doors had been sawed off. Capt. G. S. Bishop of the Fire Depart- ment testified that he believed the fires were incendiary. John C. Edwards, night watchman, said he saw a rusty hacksaw handle in Parr’s pocket. The police brought hack- saw blades that had been found in Parr’s apartment to court, but failed to bring the handle of the saw. It was this piece of evidence that Defense At- torney Russell Kelly and Assistant United States Attorney Given felt should have been produced. ‘WOODI])THIAN CRUISE WILL START TOMORROW Second Annual Outing to Include _Visits to Annapolis and Norfolk. The second annual Woodlothian cruise, for members of the Woodlothian Chorus and employes of Woodward & Lothrop and their friends, will be held this week end aboard the Norfolk & Washington Steamboat Co. steamship Southland. The steamer will leave at 7:30 p.m. tomorrow and will return to this city Monday morning. An elaborate pro- gram of dancing, music and entertain- ment aboard the steamer has been ar- ranged and stops will be made for bath- ing, sightseeing and shore sports. The steamer will arrive at Annapolis at 6:30 am. Ultra-violet light, now highly valued for its medicinal qualities, reaches the earth in extremely minute quantities, according to a study made by Dr. Her- bert H. Kimball of the Weather Bureau, which will be presented before the Tnternational Committee on Illumina- tion at Saranac Lake, N. Y. in Sep- tember. Dr. Kimball has taken into considera- tion not only the light measurements made by the Weather Bureau and the Smithsontan Institution here, but those made at numerous other stations in the United States and Europe. Of this amount, only 0.2 is accounted for by the short-wave ultra-violet, a barely measurable quan- tity. Two milliwatts is made up of the long-wave ultra-violet just beyond the visible violet in the solar spectrum. Division of Light. Of the entire 85.7 milliwatts penetrat- ing the upper atmosphere and reaching the surface of the earth in Washington, only 37.5 are represented by visible light. The other 45.9 milliwatts are represent- ed by long waves in the infra-red end of the spectrum. ‘The actual amount of light which hits the upper atmosphere of the earth from the sun is represented in terms of energy, Dr. Kimball finds, by a total of 135 milliwatts. Of this 42 are short wave ultra-voilet, 6.7 long wave ultra-violet, 54.2 visible spectrum and 70 infra-red. In passing through the | atmosphere much of this is scattered Actually the amount of ultra-violet light which reaches the earth in the | vicinity of Washington, Dr. Kimball sald, is somewhat greater than that detectable in direct sunlight. The sky itself is only scattered sunlight. The scattered ultra-violet light eventually reaches the earth in the form of “sky- light,” or diffuse radiation, so that the earth is getting a little of it most of the time. Measured by Heat. In Winter the amount of ultra- violet radiation received directly in sunlight is appreciably greater than in Summer because the air is purer and dryer afid there is not so much scatter- ing. On some Summer days the amount received is practically unde- tectable.
