BIRTH DATA RULES TIGHTENED BY BOARD Civil Service Commission Finds Errors in Records for Retirement. The Civil Service Commission an- nounced today that it will require proof of birth dates from all appointees in the Pederal classified service in the future. The commission says that equitable administration of the retirement law is one of the most important reasons for its action, large numbers of false state- ments of birth having been discovered It is the intention of the commission to formulate a procedure whereby mis- Tepresentation in the matter of age will | be practically impossible. Al tments will not be considered as absolute until evidence or records have been furnished and the date of birth fixed to the satisfaction of the CITY PLANNING REPORTED AS OLD AS WASHINGTON Art Is Not New Development, Statement of Chamber of Commerce Holds. Although city planning is generally as a comparatively recent development, in reality it is as old as the City of Washington, which dates back to the L'Enfant plan of 1792. John Ihlder, manager of the civic development of the Chamber of Com- merce of the United States, sald re- cently that the recent forward move- ment in city planning does not mean | that the art is a new development. “When we say our present interest in city planning goes back some 15 or 20 years,” he said,” we do not mean that city planning in America began only 20 years ago. George Washing- ton's determination to have an ade- quate plan for the Federal City which bears his name, was not due to theory but to experience with the capital of his Btate, with the temporary capital of the nation, which he probably contrast- ed with certain unplanned cities.
