STONE. ‘The Potomac Joint Stock Land Bank has announced a reduction in rate of interest from 6 per cent to 5!, per cent on farm loans in Maryland and Virginia negotiated for and closed after April 16. The farm loan act provides that there shall be only a 1 per cent differential between the rate of interest on farm loans and the rate of interest on farm loan bonds issued against such mort- gages. Therefore, future issues of the Potomac Joint Stock Land Bank will carry 4% per cent coupons instead of 5 per cent coupons. - This actfon was forecast in the an- nual report of George A. Harris, presi- dent, to the stockholders when he an- nounced that the issue of farm loan bonds at that time had been reduced from $500.000 to $300,000 on account of the probability of a reduction of the interest rate on future bonds. In commenting on the reduction in the interest rate, President Harris stated that this action was based primarily on the conviction that the bank would have no difficulty in selling its bonds on a 415 per cent basis. and thereby giving the farmer the advantage of a 51, per cent loan. It is in line with the general financial condition of the country as reflected in the lowering of vields on_investments.as a result of a comparatively easy money market. There is apparently, at the present time, a large supply of funds for in- vestment purposes and it is becoming increasingly difficult to find sound in- vestments returning satisfactory vields. C, WEDNESDAY, FEBRUARY 29 FINANCIAL, STOCK LIST RISES INLATE DEALINGS Sharp Upward Turn Taken by Shares After a Waver- ing Start. BY GEORGE T. HUGHES. Special Dispatch to The Star. NEW YORK, February 20.—After a morning of desultory trading, in which several weak spots were uncovered, the stock market turned sharply upward in the afternoon today. Short covering was in evidence all along the line and the list gave the appearance of pro- nounced strength. Significance was attached to the fact that the upturn was led by standard stocks, such as Steel, General Motors, General Electric and American Can. Specialties went along with the high- grade issues. Radio responded to the better showing in the annual state- ment compared with that of a year ago. The rubbers and the sugars were ac- tively bought, reflecting improvement in both trades. The ofls, which had been higher earlier in the day, retained most of their gains. International Telephone & Telegraph was firm in the utility group. Money renewed at 4'; per cent un- changed. In view of the extraordinarily large turnover of funds between tomor- row and March 15 an even higher rate for call loans would not have been sur- prising. The markei, however, was not concerned with money. It did pay some attention to conditions affecting indi- vidual industries and stocks, in which respect it was more consistent than in recent sessions. A. C. L. Is Under Pressure. Among the stocks under pressure from time to time, the most important was Atlantic Coast Line.
