NEW YORK, February 10.—The Gov- ernment is bullding a merchant marine ultimately to be privately owned, but until it can be safely transferred to private capital, Government operation will be carried on, T. V. O'Connor, chalr- man of the Shipping Board, said last night in an address read by Commis- sloner P. S, Teller of the Shipping Board before the Jersey Marine Club at a dinner aboard the 8. 8. Leviathan, docked here. Chairman O’Connor was unable to attend. Getting the Government out of the shipping business, he sai, is being ac- complished despite difficulties encoun- tered in keeph (P the business in Ameri- can hands, adding, that it would seem an easy task but the problem was not merely to get out of business, but to get out in such a way that the business will fall into the hands of private American citizens, and not into those of British, German, Itallan, French, Norwegian and Japanese, who are trying to get it. ‘The 2,500 ships owned by the Govern- ment at the end of the war, he con- tinued, have been reduced to less than 800, with 300 in active operation on trade routes essentlal to American com- merce. As fast as possible the 500 oth- ers are being sold, he added. “The shipping act lays down the prin- ciple with which most everybodv agrees —that the ships arg to be uitimately turned over to private capi‘al, whenever private capital can take them over nmrntlnn on a basis that will insure per- manency,” he sald. “The shlprlnx Board, I think, will continue in the future, as it has done in the past, to sell thips to private American capital when it feels to a moral certainty that the purchasers rnlnlrnrry on their operation indefi- nitely.” Business Men to Celebrate.
