In line with a decision to conduct a drive for $10,000 to further its work during the coming year, the Citizens’ Service Association for Law and Order has secured the prohibition pic- ture produced by Rev. Charles J. Hall of Los Angeles, field secretary of the Bone-Dry Federation of Amefica, which is to be shown each afternoon and evening of the week beginning December 26, it is announced. Charging that the agricultural de- pression s the result of prohibition, Representative Black, Democrat, New York, proposed in a bill - the creation of a Federal board to ssue permits for the manufacture of liquor from surplus crops. As_the Federal Alcoholic Liquor Board in the Department of Agricul- ture it would issue licenses to co- operative marketing associations for the production and sale of the liquof. A similar measure died in committee at the last session. . FLYING LIMIT ORDERED. Air Corps Chief Will Prepare Ma- neuver Regulations. Seeking to miaimize the danger to ground troops resulting from low-fly- in airplanes during maneuvers in which Air Corps units participate, the Chief of the Air Corps has been di rected to prepare regulations to meet the situation. At present army regulations set no specific limit as to fhe distance at which an airplane !may approach ground troops, leaving the determina: tion of that distance to the judgment of each pilot. b gt DRAINAGE BILL PLANNED. Trammell to Urge U. 8. Co-opera- tion in Reclamation Work. A bill proposing Federal co-opera- tion in the reclamation of swamp and overflowed lands will be pi the Senate after Christmas by Sen: Trammell, Democrat, of Florida. Although the legislation would be general in its application, the bill is 50 framed that it would especially take care of such projects as the Florida Everglades drainage district.
