PARADE DEPICTS COUNTY ACTIVITIES fArlington Celebrates Estab- lishment of Water System. Carnival Tonight. Depicting varied social, civic and governmental activities of Arlington County and the spirit of progress which has been particuiarly noticea- ble in recent years among the citi- zenry of Washington's nearest neigh- bor on the south, which was once part of the District of Columbia, a parade of no little proportions and in- terest passed down Pennsylvania ave- nue today from the Peace Monument and wended its way across the High- way Bridge into the homeland. The parade was the forerunner of a carnival to lLe held this afternoon and evening at Lyon Village, Va., in celebration of what is considered the county's greatest achievement from a development standpoint—the estab- lishment of a modern water supply rystem through connection with the Federal Government's new filtration plant at Dalecarlia. Led by Officials. In the vanguard of the parade, which included citizens from all walks of life, men, women and children. ‘were leading county officials; members of the County Water Bo: of which ‘William J. Ingram is chairman; mem- bers of the Arlington County Water Supply Commission, a citizens’ body, headed by Harry C. Saffell, which is credited with a great work in plan- ning the preliminaries, such as decid- ing on the source of supply and the planning of necessary Federal and | State legislative action; Asa E. Phil- lips, engineer in charge of installation of the system, and invited guests. Fol- Jowing in order were school floats, apparatus of the various volunteer fire departments, civic organizations | and commercial floats, and hundreds of private automobiles. Leaving Washington the parade wisited all of the thickly populated areas of the county, including Virginia Highlands, the town of Potomac, Arlington, Ashton Heights, Lyon Park, Clarendon, Ballston and Cherry- dale, ending at Athletic Field in Lyon Village, where a program which will carry far into .the night will be presented. Drill on Program. Chief among the afternoon exer- cises will be a competitive drill by the, county high school cadets, speeches by Representative R. Walton Moore, Col. U. 8. Grant, 3d, executive officer of the. National Capital Park Planning Commiss- sion, and John G. Sanders, sttorney general of .the Etate; the hooking-up of the fire apparatus and to a fireplug to show that the water is actually in the county’s mains and an attack by the firemen on a huge bonfire to show the people what can be expected of their fire departments now that ample water is available, and a barbecue, which is to be free to the public. A great display of fireworks and dancing in the spacious garage of the ‘Washington-Virginia-Maryland Coach Co., which has been donated and spe- clally decorated for the occasion, will feature the evening program. The work of electrifying lines of the Pennsylvania Railroad in and around Philadelphia and the plans to extend the electrification as far as Washing- ton were explained by E. R. Hill of the New York engineering firm of Hugh & Gibbs before members of the Washington Society of Engineers last night at the Cosmos Club. The New York terminal has already been wired and work on the project is well under way in the Philadelphia and Wilmington region. The proposed line is expected to be faster, cleaner and more efficient, Mr. Hill declared. The completion of the Conowingo power plant is expected to play an important part in the project, as it is estimated that high-tension wires carrying 132,000 volts must be strun The entire system is to be overhea ‘The cars will have a seating <apacity of 72 persons.
