12 HOLADAY STUDYING NEEDS OF DISTRICT \Undertakes Survey at Direc- tion of Madden to Aid Ap- propriations Plan. of Dan- “nele Joe” in Congress, has been Chairman Madden of appropriations committee as a memb m the subcommittee on the District budget. He already has entered upon a personal mission for Mr. Madden to make a thorough study of the entire District govern- ment, so as to advise the chairman and the full committee intelligently on all matters of appropriation for ational Capital shington is the wonder city -\T rld, and we must do our pn' to not only maintain its present high standard. but to continue its de- velopment and embellishment, within n reasonable expenditure of money.” said Mr. Holaday, as an indication that he er pathetically upon this important assignment. Confers With Officials. He is getting in touch w s in charge of the es of the District gov cussing with them the proposed appropriations for the coming year, Represents wille, 111, s Cannon’s s appointer the House the of- various rnment, and the broader program of munici- | j pal improvement and Capital de- velopment. He has made several | obile tours of the Capital ng studies of the school 1 . the highway and street sys ence o college and a son s here, Mr. Holaday is particularly inter- ested in the school department and invites the co-operation of District officials, school authorities, the P: ent-Teacher Association, the teach- ers’ organization and the various civic bodies to keep him thoroughly informed as to what is needed in the best interests of the schools, ‘Watches Farmers’ Market. The studies being made by the r-.< trict Commissioners, the Nationa Park and Planning Commission qml the Department of Agriculture, look- ing to recommendations to Congress regarding _the location of the new Farmers® Market are being closely watched by Mr. Holiday, because the proposed $600,000 to be appropriated for the site will come before the sub- committee of which he is a member. He is convinced that such a market |= should be placed where it will be most convenient for the people to patronize, as a prime consideration, and that it should be fitted into the program for Capital development, because it will have a strong influence on the entire area surrounding whatever site may be selected. The Federal building program, and the legislation for acqu f the to the Mall are important matters, outside the particular work of his sub- committee to which he is giving close study, because they are intimately re- lated to District expenditures. For example, some half dozen or more District agencies must soon move from the places they now occupy in the triangle to make way for the Federal building program. ‘The necessity for providing needed extra space for District offices also dbrings Mr. Holaday to a study of the .plans for a new model municipal group of buildings, which the Public Buildings Commission and the Com- mission of Fine Arts say should be located on either side of John Mar- shall place, south of the Court House (or old City Hall) between Fourth and Sixth streets, on the north side of Pennsylvania avenue. Is Studying Bills. He is studying from all angles a group of bills which the National Capital Park and Planning Commis- sion is working on for presentation to Congress. These include the Gibson bill asking for a lump sum authoriza- tion of about $10,000,000 for acquisi- tion of park and playground sit ‘while they can be had, to be advanced from the Treasury at the rate of about $2,000,000 a year and paid back at the rate of about $600,000 a year. 1t includes also a_bill revising con- demnation proceedings to facilitate the acquisition of park lands. Because of Chairman Madden’s per- sonal interest and initiative in the program for building municipal bath- ing pools throughout the District so as to bring bathing facilities to all the people, Mr. Holaday will make an intensive study of the proposed lay- out of these pools, checked against the population statistics for the sur- rounding area, and checked against similar bathing pool systems in Chi- cago and other cities. The school building program is a subject on which Mr. Holaday has sought expert advice, and he is ar- ranging to make a personal visit to ¢ each project BIDS ASKED ON BRIDGE.
