APPROVES ARMY PROMOTION BILL Senate Passes and Sends to House Measure Modify- ing Seniority System. A measure setting up & new promo- tion system for officers of the Regular Army, from second lieutenant to lieu- tenant colonel, was passed last night by the Senate and sent to the House. By the terms of this bill promotion 1s made automatic with length of serv fce, instead of waiting on vacancies in the higher grades. promotions, with follows: First or a man who s a second lieu- major, 17 The automatic length of service, lleutenant, thre entered the ser tenant; captain. 10 years: lieutenant colonel, Hitherto the seniority been applied in the Arm; ing vacancies. The seniol to walt until a major died, was pro- moted or until a new majority was cre- ated before he ordinarily could hope for promotion to the next higher grade. This system worked well enough, it was explained at the office of the Senate military afairs committee, in the pre-war Army, but broke down when the number of officers w i creased radically after the ‘War. Approximately 5,800 first lieu- tenants and captains received regular commissions within a few days of each other. These two grades have constituted a “hump” in the person- nel ever since. Under the old system many of the captains could not hope for aa- vancement before they retired and had the prospect of spending 20 years in one grade. Many of the first lieutenants could not expect any- thing higher than captaincies during their whole serv: The bill applies chiefly to officers under the grade of colonel.
