For the second time since the Washington arms gonference the House yesterday passed a bill to au thorize an appropriation to increase the firing range of guns on the bat tleships Oklahoma and Nevada. was sent to the Senate by a vote of 243 to 111, Representative Britten of Tllinois, ranking Republican on the naval com mittee, said funds for this purpose had been requested by Secretary Wil but, who took the position_that ele- vation of the guns would hot be in conflict with provisions of the arms treaty. The last Congress appropri- ated money for elevation of guns on 11 battleships, but subrequently re- pealed the act upon request of Charles E. Hughes, the Secretary of State. Hughes’ Position Debated.
