BERLIN, ‘February 24.—Statements by Henry Robinson, Los Angeles hanker, who assisted in drawing up the Dawes reparation plan, that the GermAan people now were in a position o meet their full reparations pay- ents are answered by Dr. Dernburg, Gierman economist, in the Berliner Tageblatt. Dr. Dernburg does not doubt that Germany is able and willing to pay, but says the question is, “How much end how long?" Analzing Mr. Robinson’s point in support of his opinion that the annual étandard reparations payment of $625,- 000,000 could be met by Germany with- out difficulty, Dr. Dernburg explains that Germany, instead of a decreased burden since the war, as referred to by the American banker, had an actual additional burden of 600,000,000 marks s compared with a normal pre-war vear, due in large measure to the mil- lions necessary for the support of war victims. “When the full burdens under the iwes plan collections are due,” Dr. Dernburg says, “the taxes of Germnny will total at least 14,000,000,000 marks, or fully onefourth of the annual in. come of the German people as calcu- lated by Mr. Robinson. This, un- doubtedly, is the greatest burden ever Imposed on a war-weakened country.” .
