SOUTHEAST URGES VOTING PRIVILEGES National Representation Is Indorsed by Citizens’ Association. Resolutions opposing any xmrmsef §n number of Commissioners of the District, as proposed in the Reed bill, and favoring national represen of the District in the Senate an House and the privilege of voting fnr‘ presidential and vice presidential can- | didates were adopted by the South- east Citlzens’ Association last night. The meeting was held in the South- east Public Library Building, Seventh and D streets south . A Jetter from R. L. Haycock, as sistant superintendent of public schools of the District, was, read, stat- ing that electric lights could not be wsed in the Van Ness School, as the nearest power source is seven blocks distant. Members commented unfa- vorably upon the situation, stating that in some cases classes have been dismissed at the school on dark days because no lights were available. Roy L. Newhauser, campaign char- man, and Dr. Joseph D. Rogers, su intendent at sualty Hospital dressed the association in the ests of the 000 campaign to be launched by the hospital. Stafford of Missouri, United States consul at London, Eng- Jand, has been assigne to duty at Madrid, Spain, to fill the vacancy capsed by the resignation of Consul Clinton E. MacEachran of Massachu- g@etts, who is to engage in private business in this city. Mr. Stafford was appointed to the consular rvice in 1919. Born in Missouri, he engaged in newspaper work in_several American cities, in- cluding Washington. He was trans- ferred to London last year after serv- ice at Barranquilla, Spain. Mr. MacEachran has been in the service of the State Department since 1910, entering as a clerk. He served at Mexico City and Vera Cruz before the war. In 1919 he was special as- sistant to the counselor of the State Department and later was attached to the American Commission to Nego- tiate Peace. He was appointed con- sul in 1921 and has served at Antwerp, Ghent and Madrid. Mrs. Scott Asks Divorce. Charging drunkenness, Mrs. Mary .
