WOULD ISSUE TAGS TORESIDENTS ONLY Eldridge Asks Ban on Use of District Licenses by Out- side Autoists. Adoptlon of a_regulation to prevent Maryland and Virginia residents from obtaining District automobile identifi- cation tags has heen recommended to the Commissioners by Traffic Director M. O. Eldridge. The recommendation was contained in & veport which the traffic director sent’ to Commissioner Proctor 1. Dougherty hefore he left for New York to attend the annual meeting of the American Society of Engineers. The report read “Ever since the price of registration idengification tags for automobiles in thy listrict of Columbia was reduced by Congress to $1 the license office has had many demands by transient residents and by residents of nearby counties In Virginia and Maryland. DOites Former Agreement. “It:i8'my understanding that when the ity agreement eliminating dupuc‘:; tags was entered into be- tw e District and Maryland, in Accordance with the act of Congress which made such an agreement legal, It was understood by the Commission- ers and the motor vehicle commis- sioner,of Maryland that an applicant for g docal license tag would not be entitled to receive it unless he ‘had his abode in the District of Columbia,’ which, to make perfectly clear, meant that he must sleep in the District. “This agreement has been carried out to some extent in the past, but demands for tags on the part of non- residents and residents of nearby States continues, and therefore it is recommended that paragraph H. sec- tion 3, article 7, of the traffic regula- tions be amended by adding Fine Is Included. “‘And no person shall be entitled to receive registration tags for a pri- vate motor vehicle unless the owner of the car is domiciled in the District of Columbia.’ “It is belleved that this amendment to the regulations would carry out the intent of section 8 of the traffic act and that it would strengthen and per- petuate the reciprocal relations now existing between the District and the various States.” A penalty of a fine rot exceeding $100 is carried in the proposed amend- ment for obtaining tags by “any mis- representation whatever.” URGES FORD THEATER FOR LINCOLN SHRINE American War Veterans' Club Holds Annual Meeting—Rath- bone Delivers Address. In his bill he will urge the removal of the Lincoln relics from the old Peterson home on Tenth street, oppo- site the theater, to the Ford Theater Building., He pointed out that with little expense the Ford Theater could be placed in a suitable condition for use both as a museum and meeting place for the various veteran organi- zations of the District. Other veteran organizations will be invited to par- ticipate in the movement anl he pre- dicted that eventually Lincoln relics and war trephies and memor'als from all over the country would be sent here to this Lincoln shrine. WHEELER OFFERS GAGE OF BATILE Anti-Saloon League Counsel Declares War on Moves to Repeal Dry Law. ted Prees R A e S e R S s G S Rt TR TR e Declaring “war to the end, with no quarter asked nor given to the en- emies of constitutional government,” Wayne B. Wheeler, general counsel of the Anti-Saloon League, has laid down his gage of battle against_the proposal of Senator Edwards of New Jersey for repeal of the eighteenth amendment by constitutional con- ventions in the States. “We are opposed to it said Mr. Wheeler, “and to every other effort to repeal the eighteenth amend- ment.” He made these statements in a letter to Miss M. Louise Gross, presi- dent of the Women's Committee for Modification of the Volstead Act, who, he said, had “demanded”’ an answer from the Anti-Saloon League by January 20 as to its position on the Edwards resolution Prohibition Beneficial. Mr. Wheeler outlined at length reasons of the league for opposing repeal of the eighteenth amendment, citing numerous figures, which he sald were “beneficial results” of pro- hibition. “All talk about a minority forcing an amendment into the Constitution,™ he said, “'is pure piffie. If a minority can put an amendment into the Con- stitution, & minority can take it out, and you claim to have a majority. Why not make good on yvour claim instead of insinuating that you did not have a fair expression of opinion? “I have read Senator Edwards’ speech. It is just as sophistical and inaccurate as the speeches he made promising to make New Jersey as wet as the Atlantic Ocean. To Fight All Changes. “There is no secret about the atii- tude of the friends of the eighteenth amendment. They will fight every at- tempt to nullify or repeal it. They will not be misled into wasting their energy in testing public sentiment when every reliable indicator shows that the majority today obeys this law and demands its enforcement. In- stead, they will maintain their figh against erganized lawlessness that re- fuses to obey the Constitution. It is war to the end, with no quarter asked nor given to the enemies of constitu- tional government.” THREE BROTHERS JAILED IN OLD POSTAL HOLD-UP By the Associated Press.
