REAL ESTATE. BILLBOARD MISUSE 10 BE CHECKED UP Real Estate Men Asked to Observe Conditions—Pub- | lic Interest Considered. A call to real estate WUnited States to check or obnoxious use of billboards in their communities has just been sent out by the National Association of Real Estate Boards through tee on city. pla Lonnquist of Chicago, chairman of the committee, has 1ssued a statement | to the 657 member boards of the as- sociation giving the attitude of the association’s committee in the matter of control of the billboard, sign and poster nuisanc Mr. Lonnquist states: i “Realtors of the United Stutes in general, being custodians of property, ave interested_in the control of bill- boards, in the removal of signs along the public highways and in the paint ing of rocks and the mutilation of Economy Policy Leaves Bathroom As Town Burden By the Associated Press. PARIS, December 10.—Mortain, a little town in Normandy of 4,608 population, has a bathroom on its hands and doesn’t know what to do with it. This modern convenience, the only one in town, is in the sub- prefecture, which Parliament re- cently discontinued along with many others as part of its econo- my plan. It was installed at the (l«]mllmentn expense, and M. ouit, counselor gencral of the d ict, now complains to the pre- fect that the bathroom has be- come a useless burden. Explaining that the council last year approved and appropriated money for a bathroom, he says: Now the bathroom is ready, the htub has been installed and the faucets are working, but the sub- prefecture has been abolished. Who will reimbu us for these expenses, which pretect can take a \um at home, and now we have none. g PLANS NATIONAL SHRINE 'THE EVENING BTAR, WASHINGTON, BUILDING CODES HELD 700 STRICT Department of Commerce Committee Terms General Run Cumbersome. | Bulky columns, oversized beams and other building regulations are making {the general run of bullding codes too strict and cumbersome, according to | the annual report of the bullding code committee of the Department of Com- | | merce. country, the report states, require col- The building codes throughout the |is the floor D. Many of these codes originated in the remote past and are based on tradition rather than on sci- entific knowledge. In few cases are they even approximately uniform, re- sulting in a situation where construc- tlon in some localities is much more expensive than in others. Variation in Materlals. The strength of materfals men- tioned in various bullding codes shows startling variations, many cities hayv ing requirements that are unduly se- vere, and which entail unrecessary cost for construct An instance of the latter situation occurs in the matfer of columns and beams which some codes require to be so thick that, in’the case of high buildings, not only space unnecessarily cut down, but the height of each story NEAR WARDMAN PARK HOTEL In Woodley Park New 8-Room Home must be increased In order to allow sufficlent head room. As part of his campaign to elfmi- nate waste in Industry, Secretary Hoover some flve years ago appointed & committee to make a searching study of the bullding codes employed in the various sections of the United States. Five reports have already been published, and the recommenda- tions therein contained have been widely adopted by building code com- mittees and bulilding officlals. The sixth report, which has just been released, is concerned with work- Ing stresses in reinforced concrete, castiron, steel and timber. By care- fully analyzing the results of tests on these materials and checking them with actual experience in the fleld, the committee arrived at values believed entirely safe and more economical of material than the code requirements now generally in force. Want Progress Report. The committee proposes that real estate boards of the national associa- tion report on the progress being made in their particular communities to- ward the attainment of the restriction of billboards that are obnoxious, or of signs or posters which are used in direct contravention of the improve- ment of the industry itself. The com- mittee proposes to consider specifically such questions as the size of bill- boards, their erection in residential districts and the set-back from the sidewalks. It holds that it is not outside tlhe question to consider damage which the erection of the billboard may do through esthetic depreciation of the section in which it is erected, or the violation of natural beauty, which is @ public broperty and a public right.
